Emergency Recruitment Process for Procurement Officer (Retainer, Home-Based)
Purpose and Scope of Assignment
Reporting to the Senior Project Manager, the Procurement Officer (Retainer, Home-Based) will assist the Project Implementation Unit (PIU) of the MoF in the implementation of procurement activities of the Project compliant with World Bank Procurement Regulations/Guidelines. As per the project agreement and scope of services, UNOPS services including procurement support are limited to providing technical assistance to the PIU for the implementation of project activities. Accordingly, the bidding process and contract management support tasks will not have a direct role in engaging with the suppliers and the contractors, assisting the PIU in its role in the bidding and contract management processes on a required basis. S/he will perform the following duties and responsibilities to support the PIU in the successful implementation of SCRP activities:
- Support the Procurement Specialist of the PIU to manage the PIU’s procurement workload on a required basis;
- Assist the PIU in the preparation of the annual procurement plan with corresponding work plans and schedules;
- Assist the PIU on a required basis in actual operational procurement activities including preparation of the bidding documents, request for quotations, bid evaluation process, preparation of evaluation reports and drafting contract agreements, etc.
- Assist PIU on a required basis in contract management for Goods, Works and Consultancy Services Contracts ensuring timely deliveries and compliance to provisions in contracts by all contracting parties;
- Support the capacity building efforts of the project by sharing knowledge on procurement of works and services;
- Carry out any other procurement support-related periodic duties that may be assigned by the Supervisor, on a required basis.
Impact of results
The effective and successful performance of the Procurement Officer in the implementation of procurement activities of the Project compliant with World Bank Procurement Regulations/Guidelines will promote the image and credibility of the UNOPS as an effective service provider to the Federal Government of Somalia.
Qualifications and Experience
1.Education**
- Master’s Degree in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or related fields is required.
- Bachelor’s Degree in combination with two (2) years’ experience at the international level in Procurement Management, Business Administration, Public Administration, or a related field may be accepted in lieu of the Advanced university degree.
2. Work Experience
- Minimum of one (1) year experience in Procurement or Supply Chain Management is required.
- Experience with the World Bank, African Development Bank, the United Nations, etc procurement processes and procedures is an advantage.
- Experience in working with suppliers and contractors with limited capacity in a post-conflict context is desirable.
- Experience in working with a range of stakeholders in developing countries is desirable.
- Experience/knowledge of Google Suite products, especially google forms, sheets, docs, and slides is an asset.
3. Language Requirements:
- Fluency in written and spoken English Language is required.
- Knowledge of the Somali language is desirable.
