PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Nigeria

Estimated Level of Effort:  4 Months(up to 40 hrs/week)

Assignment Location: Remote (with possibility of occasional travel to Abuja, Nigeria)

Background:  The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Nigeria.

Objective:

The objective of this assignment is to provide support to the procurement unit in implementing high priority procurement tasks up to completion during peak activity periods.

Tasks:

  • Support to the Procurement Advisors and managers within the team
  • Drafting and Preparation of solicitation documents analyzing bids working with the procurement technical evaluation committee as applicable and initiate the vendor selection process and producing quality memorandum of negotiation for each procurement
  • Support the PSM project in implementing procurement SOPs with an aim of strengthening procurement best practices and promoting adherence to the PSM procurement policies and procedure
  • Ensure purchases order information is accurately maintained in the central MIS system
  • Comply with procurement policies and standard operating procedure of the PSM organization and PSM rules and regulation
  • Preparation of PSM procedure documents using PSM enterprise management system (Orion and CRM) to initiate procurement actions including price request, Price Quotation, and price orders
  • Perform other specific assignments as agreed by PSM Nigeria Director of Procurement/nominee

Deliverables:

  • The key deliverables are fully executed LTA subcontracts for
    • LMD Distribution
    • NiSRN
    • Warehousing
    • Hotel BPAs
    • All major operational BPAs

Qualifications

  • Bachelor’s degree or equivalent
  • 3-5 yrs working experience in procurement or administration experience with USAID funded procurement is preferred
  • Knowledge of 3PL logistics subcontracting requirements
  • Knowledge of USAID and/or the Global Fund rules and regulations
  • Fluency in English
  • Strong organization skills and ability to work as a team oriented culturally diverse environment
  • Self-driven with a high sense of quality and accuracy and efficiency
  • Ability to handle multiple tasks simultaneously, set priorities and work independently

Location of Assignment

This is a remote working assignment to support the GHSC-PSM project team in Nigeria (with possibility of occasional travel to Abuja, Nigeria).

Supervision

The consultant will report directly to the Procurement Director or his/her designee.
