Program Associate/Senior Program Associate

IESC is recruiting for a headquarters-based Program Associate or Senior Program Associate reporting to the Senior Program Manager for Workforce, Entrepreneurship, and Youth. The Program Associate/Senior Program Associate provides administrative, financial, and logistical support to one or more program field teams within the portfolio and contributes to business development efforts. The position is full-time (40 hours per week) and will be based in the Washington, DC headquarters of IESC. The tasks below represent the minimum required duties and responsibilities for this role, as well as other possible tasks, as assigned.
Duties and Responsibilities:
- Provide day-to-day administrative, logistical, and financial support to overseas project office teams;
- Contributes to IESC organizational operational practices in data quality, documentation, and organizational priorities, communications, and reporting as requested
- Manage program documentation including reports, financials, and contact information and maintain files in Sharepoint
- Support the review and editing of program reports and other documents
- Assist with startup and closeout activities for programs, which may include travel to field offices
- Identify, recruit, and field volunteer experts and consultants using IESC’s database and other sources for technical assistance assignments, and perform outreach for new volunteer recruitment efforts
- Compile evaluations and create write-ups of technical assistance projects including summaries of volunteer and consultant assignments
- Review and process invoices, including for consultant and vendor expenses
- Review and reconcile financial expense reports and field financial requests
- Update and manage the recording of program property in IESC database systems
- Update and manage program promotional information including program fact sheets and success stories, and contribute to other program-specific communication materials
- Provide timely information on IESC programs, program activities, and program countries for IESC and related websites
- Attend informative events related to the subject matter or region of a program to network and learn information that could be valuable to program activities
Other Tasks as Assigned:
- Support budget analysis and monitor program expenditures and projections
- Develop and post scopes of work for volunteers and consultants
- Lead and develop volunteer trainings, provide training to field staff as necessary, and assist in training new program staff
- Coordinate administrative mobilization planning
- Coordinate review and revision of program manuals on annual schedule
- Develop and manage closeout plan for client approval and review, including write ups and documentation
- Support new business efforts, including conducting research on new project opportunities, serving as a proposal coordinator on new business proposals, and conducting cost data collection and contract administration
Qualifications:
- Bachelor’s degree with 2 to 5 years of related work experience
- Experience with USAID and/or other international development donor programs, USAID contract rules and regulations experience preferred
- Self-starter, detail-oriented, thorough, and well organized with the ability to prioritize among competing tasks
- Effective written and oral communication skills and cross-cultural competency skills to support Home Office and Field Office staff as well as volunteers
- Experience with financial management, including budgeting and forecasting strongly preferred
- Ability to work with Microsoft Suites, including Word, Excel, and PowerPoint
- Fluency in English required; fluency in Sinhala or Tamil is helpful but not required
- Experience working in Sri Lanka or South Asia is preferred but not required
- Experience working with volunteers is preferred but not required
