Summary of position:
RCMP:
Under direct supervision of the Program Manager, the incumbent primarily provides operational and administrative support to the Royal Canadian Mounted Police (RCMP) Program Manager and Liaison Officers whose area of responsibility includes the United States of America, Bermuda and Northeast Caribbean. The Program Assistant exercises a considerable level of initiative and discretion to ensure
the efficient and effective achievement of program objectives and must be comfortable working independently given the frequent travel obligations of the Program Manager and Liaison Officers.

The Program Assistant performs a wide range of duties and must act on behalf of the Program, as appropriate, to: analyse critical elements of all intelligence received from maintenance of a comprehensive criminal database; prepare correspondence and reports on police matters; attend to a wide range of other operational/ management matters; and perform a variety of diverse duties as
required by the Liaison Office. All communications involving ongoing operations must conform strictly to the established guidelines and protocols of the RCMP and Law, while at the same time adhering to the sensitivities, customs and laws of the countries of accreditation. The Program Assistant may also provide general guidance and direction to the Administrative Assistant, including delegating tasks and offering advice and assistance, as required.

The assistance provided by this office ranges in complexity from routine requests such as criminal background checks or establishing a contact in criminal investigations to participation in more complex organized crime, proceeds of crime or other major investigations.

Public Safety:
Under the guidance of the Counsellor, Public Safety Canada, the Research Analyst provides coordination support services to the Public Safety program. To do so, the Research Analyst: carries out preliminary research related to a wide array of Canada-U.S. public safety and homeland security subjects; tracks current and emerging issues that affect U.S. and Canadian cooperative arrangements in the areas of public safety, law enforcement, emergency management, national security and border security; maintains a reference of resource materials related to the work of the Program; pre-assesses and reports on major homeland security-related issues; facilitates ministerial and senior official visits, meetings and events; tracks US policy and Congressional initiatives related to the Counsellor’s portfolio; coordinates visits, meetings and events related to Public Safety Canada and its portfolio agencies, including coordinating with and supporting Embassy planning staff for these events; tracks and updates budget, travel planning, approvals and claims; and engages with corporate Embassy staff on financial, IT, corporate and human resource matters.

Education:
A degree from an accredited university or college; or an acceptable combination of relevant experience, education and training related to the duties and the competencies required by the position.
Experience:
• Experience in an automated office environment working with Microsoft Office suite, e.g., Word, Excel, and Outlook;
• Experience in client service, or interaction with the public;
• Experience with electronic filing systems or information databases; and
• Experience in preparing well-written and accurate correspondence.

 

Asset Qualifications:
• The ability to work in French.
• Graduate degree / Advanced post-secondary studies.

Candidates who meet the Language, Education and Experience requirements will be assessed on the following qualifications. The assessment may include: a written test, an interview, an in-basket exercise, and/or a skills test.

Knowledge:
• Knowledge and proficiency in computer software, including Microsoft Excel, Word, and Outlook.

RCMP
• Knowledge of the RCMP organization and mandate, and the International Liaison Program; and
• Knowledge of police and judicial organizations in the United States and Canada.

Public Safety
• Knowledge of the role, structure and mandate of Public Safety Canada and its portfolio agencies;
• Knowledge of the role, structure and mandate of the U.S. Department of Homeland Security and its portfolio agencies.

Abilities:
• Communicate effectively in English, both orally and in writing;
• Prepare expense claims and budget reports to ensure efficient management and accountability of program funds;
• Manage logistical arrangements and details for travel, meetings and receptions;
• Follow and articulate office policies and procedures accurately and succinctly;
• Research and assess public safety and policing issues;
• Summarize in writing complex subject matters in clear, concise language;
• Engage clients respectfully and professionally.

Condition(s) of Employment:
• Canadian citizenship and eligibility for a Government of Canada Secret Status which includes a
criminal and background check as well as any subsequent clearance requirements specific to
the position;
• Have authorization to work in the United States in a foreign mission (US Citizens, Legal Permanent Residents or A, G or NATO-2 category visa-holders); and
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.

 

Area of selection:

Hours of work:
Normal hours of work for this position are in accordance with the Terms and Conditions of Employment for Locally Engaged Staff (LES) in the United States of 37.5 hours per week. The incumbent may be required to work overtime as needed.
Operational Requirements:
Due to the situation with COVID 19, many employees with the Embassy are currently teleworking. As the Embassy moves through its reopening phases, and based on the requirements of the position, the incumbent may be required to work on site at the Embassy. Once the Embassy returns to normal operations, the incumbent will be expected to work from the Embassy, as required.
