Overview

The KonTerra Group is the prime contractor for the provision of Staff Care Center Services for the US Agency for International Development (USAID). KonTerra manages a Staff Care Service Center that is a physical location and provides confidential support to the Agency’s entire workforce personally and professionally, domestic and international, with a range of confidential individual, managerial, organizational and administrative services. The program is a comprehensive Employee Assistance Program that focuses on building individual, leadership and organizational resilience. It provides confidential face-to-face, telephonic and on-line assistance, referrals and support, work-life and wellness support and develops communications materials.

This full-time position serves as the Program Director for the USAID Staff Care Service Center contract. As the Director of this 16-person team, the incumbent oversees the operations of the Staff Care Service Center, plays a significant role in liaising and blending with the USAID Staff Care Program and ensures KonTerra meets contract deliverables. The position is currently remote and may transition to in-person status in downtown Washington DC contingent on public health guidance and federal agency operating status.

Job Description

The Staff Care Service Center is committed to being results-oriented. As such, the Program Director is expected to achieve the following results.

● Oversee the USAID Staff Care Service Center, supervises Staff Care Service Center staff and leads the integration of Staff Care Service Center services into the overall USAID Staff Care Program.

● Lead the Staff Care Service Center Senior Management team, providing direct supervision to the Senior Clinical Social Worker, the Program/Contract Manager, the Organizational Resilience Advisor Team Lead and the Training Advisor.

● Serves as the primary liaison with the USAID Staff Care Center and other USAID Staff Care Program implementation partners.

● Responsible for short-term and long-term planning and overall implementation for the Staff Care Service Center and related services such as: training/education, virtual clinical and training events, short-term counseling service delivery to staff and eligible family members, communications, program promotion, organizational resilience engagements, critical incident response support and monitoring and evaluation.

● Liaises with subcontractors to ensure that services are provided that meet contract deliverables.

● Proactively engages key stakeholders throughout USAID in relationship to the Staff Care Service Center and available services.

● Serves as the primary USAID Staff Care Service Center spokesperson

● Oversees clinical coverage schedules for the Staff Care Service Center; 24/7 ERP critical incident response on-call coverage/rotation; caseload management and Call Center case routing to ERP clinicians

● Responsible for overall coordination of Staff Care Service Center program deliverables, products, reporting and quality assurance.

● Provides technical support to the USAID Staff Care Center on planning, policy development and overall service delivery.

● Directs Service Center staff involvement in crisis response/management and is available for crisis response/management

Qualifications

● Minimum ten years of experience with eight years working with international development and humanitarian assistance organizations that deal with crisis, emergencies, insecurity, rehabilitation, stabilization and trauma

● Graduate degree in a Mental Health or Organizational Development discipline

● Licensed by the appropriate Federal or State entity to provide mental health and/or resilience and/or organizational development services

● Experience in dealing with post-traumatic stress disorder, societal reintegration, employee burnout, resilience self-care, critical incident response, trauma, organizational resilience, etc.

● Demonstrated ability to lead collaborative, high-performing teams

● Track record of working collaboratively with multiple stakeholders to achieve programmatic results

● Experience managing USAID or U.S. Government contracts

Compensation Package

● The annual salary range is $122,530 – 159,286 (GS-14 equivalent)
