Project Summary: **

The Increased Demand and Engagement for Accountability (IDEA) Activity aims to strengthen Sri Lanka’s civil society sector, with an emphasis on working in all regions of Sri Lanka and supporting civil society organization (CSO) participation in national and local governance processes. IDEA is a four-and-a-half-year project ending on August 7, 2022.

Position Summary:

The Program Focal Point Consultant will maintain relationships with key partners, local officials, and communities in the Eastern Province and adjoining districts in North-Central and North-Western Provinces. The Consultant will also support the management of grants in other districts – if relevant to their skillset. They will support design of grants, coordinate with the Regional Manager, the program team and work closely with grantees/ partners. The consultant will be responsible for visiting the regional office in Vavuniya as and when required for coordination meetings.

Responsibilities:

  • Work with the IDEA technical team to identify innovative approaches and field activities that promote IDEA objectives, mainstreaming gender and integrating social cohesion

  • Support grantees to successfully design and monitor project activity implementation

  • Provide technical expertise on gender and prevention of SGBV in program design and monitoring

  • Support the monitoring and evaluation team, ensuring data quality, including ensuring that gender is reflected in indicators, data collection and analysis and reporting

  • Ensure that grantees comply with the financial and project reporting requirement of their IDEA grant

  • Conducts site visits with grantees and maintain quality control of grantees managing data for monitoring, evaluation and reporting

  • Ensure that the grants take into consideration gender, diversity and conflict sensitivity aspects in design and implementation

  • Travel to regions within and outside of Eastern and North Central Provinces and or any other provinces, as needed

  • Maintain well-informed and up-to-date information on national and regional governance, social-cohesion, gender and livelihoods issues

  • Actively participate in scheduled meetings and telecommunications with the teams in Vavuniya and Colombo

  • Other duties as assigned by Regional Manager that are consistent with the overall focus of assignment

Qualifications:

  • Bachelor’s degree required in a relevant field; master’s degree or post-graduate diploma preferred

  • Minimum of five years of experience in a relief, development or campaign agency

  • Hands-on experience working in the field of governance, social cohesion, gender and/or sustainable livelihoods is advantageous

  • Knowledge and experience in working on SGBV is an advantage

  • A good understanding of and commitment to gender and diversity considerations

  • Conversant with MS Office applications

  • Fluency in English and one national language required (Sinhala/Tamil); proficiency in a second national language preferred
