Increasing employability among youth is one of the focus areas of Enabel – the Belgian development agency and the Palestinian Government. Both consider skills development as a pillar to build the resilience of youth by increasing job opportunities for young people and strengthening the Palestinian economy. The Ministry of Labour and the economy underpin the importance of a demand-driven approach in skills delivery, starting from the actual needs of the labour market. In the project Skilled Young Palestine (SYP), the skills focus is on Technical Vocational Education and Training (TVET) at one hand, and 21st century skills at the other hand.
This assignment is an integral part of the implementation of the SYP-project and aims at further developing 21st century skills in Palestine.
The specific objectives of the assignment include:
(1) Develop a competency-based training curriculum, based on good practices and recommendations of the Skills4Future Camp, using the guidance from ETF and UNESCO, including the following modules:
o Introductory/general module (for all youth): This module should provide a general introduction on 21st century skills and the importance of these skills for work and life. Depending on the track and the characteristics of the target group, youth will benefit from one of the following modules:
- Resilience module (youth from 16-29 years old): This module should consist of the main life and soft skills to increase resilience among youth. In this track, particular attention will be paid to the impact of Covid-19 on social well-being, engaged citizenship and personal empowerment
- Employment module (youth from 18-29 years old): This module should consist of the main competencies that increases the employability of youth. This should include the competences needed for the two employment schemes (self-employment and wage employment).
o Training of Trainers module, including sustainability of the innovation hubs (for innovation hub staff only): The module should focus on training the selected core pool of 21 “master” trainers, coaches and managers of the innovation hubs on the curricula (comprising of how to teach the above 3 modules). The sustainability of an innovation hubs, including a training plan for (additional) staff, should also be addressed in this ToT.
(2) Develop a list of needed tools, materials, and equipment in link with the training curricula
(3) Conduct a needs assessment for the selected innovation hubs and their staff
(4) Build the capacity of a core pool of 21 master-trainers, coaches and managers of the selected innovation hubs via a ToT, to deliver high-quality training. A pre- and post-competency-based assessment will be included to measure the improvement
(5) Update training material, based on the recommendations of the ToT
(6) Coach and mentor the “master” 21 staff members of the selected innovation hubs in the following areas:
o Coaching during the further implementation of the ToT, in the cascade-approach (initially, 70 additional people need to be trained)
o Development of sustainability plans of the innovation hubs, including a training plan for (additional) staff of the hubs
o Follow-up on the implementation of the sustainability plans
o Coaching during the reach-out and selection of youth trainees in the employment and resilience track
o Coaching during the start of the training implementation for youth trainees of the employment and resilience track
(7) Prepare and accompany a relevant study tour for the 21 staff trained
o Program for study tour, including list of relevant hubs to visit
o Date and estimated cost
o Accompanying the study visit

Phase 1
(A) Development of training materials
(B) Needs assessment for the selected innovation hubs and their staff
(C) Detailed list of needed tools, materials, and equipment, in line with the training materials and the needs assessment
Phase 2
(D) Implement a master-Training-of-Trainers (ToT) program for innovation hubs for a core pool of (21) as described in the objectives
(E) Update training material, based on ToT
(F) Coaching of the 7 selected innovation hubs, and its staff (21) on the topics mentioned in the objectives
(G) Study tour
