Your Challenge
In the role of Programme Accountability and Participation Advisor you are involved in designing Accountability and Participation framework for War Child and you work in close collaboration with organizational stakeholders to ensure participation of and accountability to people affected by crises and promote cross-organizational learning. You are responsible for operationalization and monitoring of Accountability and Participation framework, tools and processes, continuous quality development and competency development and learning as well as contributing to the sector knowledge and practice exchange. As Programme Accountability and Participation Advisor you aim to increase, improve and maintain accountability to and participation of programme participants, increasing the relevance of War Child’s work. This role involves regular travelling to the offices of War Child, its affiliates and elsewhere.**
The Programme Accountability and Participation Advisor is part of the Programme Quality Team within the International Programmes Department and reports to the MEAL Specialist. This role can be carried out from one of War Child’s offices (by equal suitability, preference will be given to local applicants).
Your responsibilities
· Lead standard setting in Accountability and Participation **
· Support the design and coordinate operationalization of the accountability and participation framework, tools and processes**
· Monitor the application/adherence of the framework, tools and processes and lead improvement action**
· Support the organization to apply and adhere to the framework, tools and processes**
· Ensure effective communication of achievements and results
· Provide effective technical support to organizational stakeholders
· Support the Learning Manager in ensuring that essential technical learning elements are selected and incorporated into the organization’s learning map
· Develop learning content in relevant technical area in collaboration with experts
· Facilitate, conduct and deliver relevant competency development initiatives for War Child staff or its affiliates
· Represent War Child and participate in global networks and bodies that are relevant to the achievement of War Child’s mission, and contribute to the implementation of their work plans.
Your Profile
· Relevant academic background
· At least 3 years of experience in Accountability and Participation, of which at least 2 years in a conflict/post-conflict area with strong experience in development of frameworks, processes and tools
· Strong understanding of accountability and participation standards and good practices in humanitarian sector
· Experience in developing and operating systems for documenting and managing feedback and complaints
· Experience of adapting accountability and participation tools and processes to different contexts
· Experience with implementation of remote Accountability and Participation processes desirable
· Strong advisory skills, understanding of (learning/capacity strengthening) needs
· Strong facilitation skills and intercultural sensitivity
· Strong project management experience
· Fluency in English required and preferably good working knowledge of Spanish, French or Arabic
· Full support and appreciation of War Child’s mandate and mission
· Available for 40 hours per week.
· Eligibility to work in the chosen country.
Our offer **
If duty station is Amsterdam
· Dutch contract with the salary range from €3090 to €3997 gross per month, based on 40 hours per week (the exact step determined by the years of your relevant working experience)
· 26 vacation days (based on 40 hours per week), plus 2 additional fixed free days
· Vacation allowance of 8% of the annual salary
· A contributory pension scheme
· Laptop to work from any location and mobile phone contribution of €25 per month
