Position within the Organization
The Programme Development Coordinator is a member of the Programme Development Unit, which works to identify and create new programmes, projects and initiatives to advance Interpeace’s objectives. The Unit ensures that Interpeace’s new programmes and other initiatives have the potential to produce enduring and positive impact, meet the organisation’s high-quality standards, and are guided by internal strategic thinking as well as a deep connection to the local context.
The Programme Development Coordinator provides advice to Interpeace on countries in the MENA region which should be considered as focus engagement countries, as well as potential entry points in the country. S/he also provides insights on the socio-economic, political and cultural context in the region. The Programme Development Coordinator also brings existing opportunities in the region to Interpeace’s attention. Where Interpeace decides to carry out some preliminary engagement work, the Programme Development Coordinator supports the mission and secures meetings (through their network), as well as help to identify in-country focal points. Some travel may be required.
The Programme Development Coordinator also contributes to existing work within the Programme Management Unit, with a focus on Interpeace’s peacebuilding programme in Libya.
Duties and responsibilities
- Analyses the outcomes of the Yemen conflict analysis and actor mapping and works with other members of the unit to develop a plan for engagement in the country
- Implements the developed Yemen plan to build a potential Interpeace programme in the country
- Monitors potential call for proposal and consortium opportunities in the MENA region, assessing their viability and advising Interpeace on such opportunities
- Advises Interpeace on emerging conflict trends and opportunities in the region
- Develops concept notes for country engagements, where required
- Leads or contributes to the development of programme proposals, as required
- Represents Interpeace in meetings in the region, including with government or donors
- Leads or supports field visits, where necessary
- Makes connections and leads engagements with outside interlocutors relevant to the MENA region (such as government, donors or CSOs)
- Builds Interpeace’s network with key interlocutors in focus countries
- Under the guidance of the Sr Director of Programme Management, supports the existing Libya programme with advise and monthly context updates
Qualifications:
Candidates with relevant experience and qualifications, fluent in Arabic and English, and able to work in Tunis without employer sponsorship are invited to apply.
Relevant qualifications may include:
Education
- Tertiary degree in project management, political science, development, management, or a related and relevant field
Experience
- 7 years’ experience working on peace issues and providing support to organisations engaging in the MENA region or working in relevant political contexts in the region
- At least 4 years’ experience of living and working the MENA region
- Experience of writing documents, including proposals
- Experience of facilitating meetings to achieve agreed upon outputs
- Experience of engaging with the international donor community
Competencies
- Deep understanding of the Libyan context, familiarity with reconciliation and conflict resolution initiatives in Libya since 2011 and of the progression of Libyan politics since 2011;
- Advanced knowledge of of political and security developments in MENA
- Excellent analytical skills and ability to draft impactful high-quality analytical notes/reports or succinct briefs;
- Excellent relationship building and networking skills
- Excellent communication skills and ability to adapt communication effectively to a range of actors
- An understanding of and wide networks in the region
- Ability to work in a multicultural environment successfully
- Advanced knowledge and background in conflict and political analysis, conflict prevention or peacebuilding is desirable
