ROLE PURPOSE

The Programs Implementation Manger (PIM) position will report directly to the Country Director (CD) and will assume direct responsibility and accountability for the effective support and oversight of all projects implementation in both host community and the Azraq Camp. The PIM will provide the strategic leadership to the projects managers in line with Plan’s policies & procedures and the local laws. The PIM will also undertake representation role with government counterparts and other key stakeholders at the governorate level, as needed. The PIM will be a leading member of the Country Leadership Team (CLT) and ensure smooth and quality execution of Plan’s business in the field, working collaboratively with other CLT members and providing a values based leadership.
Dimensions of the Role
· The post holder will report to the Country Director, and oversees the implementation of the Plan Jordan CS, ensuring quality and strong implementation of Plan’s work in the field, effective and efficient use of organisational resources, adherence to all relevant Plan policies and procedures and the local laws by field offices under the guiding umbrella of the Plan Jordan CS;
· The PIM will provide strategic, leadership, management and development of the Program Implementation team, in full compliance with local law and Plan values, policies and procedures.
· The PIM directly supervises Project Managers, S/he will provide leadership and management support to the ensure quality implementation of Plan’s projects in the field.
· The PIM will act as the senior representative for Plan International Jordan at governorate levels.
· The PIM will represent the programme implementation team in the Country Leadership Team.
· The PIM will ensure that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Accountabilities
Strategic Planning & Implementation
· Work closely with the relevant Country Office departments to ensure that the development and implementation of the field offices budget are in tandem with the country approved budget and the relevant policies.
· Lead and support the annual planning process for the field offices.
· Ensure that all grant and funded projects are implemented to a consistent high standard, on time and to approved budget and log frames.
Leadership role in Programme Implementation
· Lead and coach the Projects managers, Officers in Charge and other relevant staff within Programme Implementation to achieve the targets of the annual plans.
· Develop the appropriate work mechanisms ensuring that the teams are working in tandem leading to the achievement of the planned objectives set out in the approved annual plans and Plan Jordan CS.
· Foster a value based culture within the teams building on feminist leadership principles.
Quality Programming
· Ensuring operationalization of Plan Jordan programme quality guidance, policies and frameworks in all projects and interventions.
· Ensure strong coordination between the programme implementation and Technical Team, Business development, Advocacy & Influencing and M&E, to ensure quality field inputs to major grant funded proposals and other strategic national and international initiatives.
· Ensure close coordination with Finance, HR and Operation teams to ensure compliance with Plan’s and donors policies and procedures.
· Ensure producing high quality Plan’s eternal reports and donors reports with close coordination with Plan’s National Offices and Regional Hub.
· Ensure that Plan Jordan’s relevant policies and in particular Code of conduct, gender equality and child & youth safeguarding are embedded within programs team is supported to operationalize and report against the same.
· Ensure outcomes from regular monitoring and periodic evaluations of major programme interventions feed into the learning and improvement of projects.
Networking and Advocacy
· Build and foster relationships with local level government officials and local implementing partners to promote and facilitate Plan Jordan’s programs and activities.
· Develop and execute appropriate actions to ensure that Plan Jordan’s partners at the governorate level are informed, capacitated and committed towards Plan Jordan’s ambition of implementing gender transformative programming in the communities.
People Management
· Develop the necessary strategies and take the appropriate measures ensuring that her/his team members are motivated and supported to contribute to the overall goal of the organization through possessing the right attitudes and the adequate levels of skills & knowledge.
· Coach and mentor direct reports in the team, by setting individual objectives and providing feedback of performance versus objectives to maximize levels of individual performance and team performance.
· Ensure development and nurturing of a values based culture within the team.
Other
· Actively participate in the CLT in an open, cooperative and proactive manner, ensuring full engagement of the Projects Managers with other organizational initiatives led by other departments and teams and vice versa, in order to enable a strong and productive Plan Jordan team.

Child protection, gender equality and inclusion
· Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan

Internal:
· All departments within Plan Jordan, particularly Technical Team, finance and operations.
External:
· Partners at governorate levels: Program Managers at other INGOs and Government representatives at governorate level.
· Partnering National Offices within Plan’s Federation, Regional Hub and other platforms within the organization.
Technical expertise, skills and knowledge
Essential
· A degree in Social Sciences, Development Studies or related discipline, master degree is appreciated.
· A minimum of 10 years of experience in development field, 6-5 years in managerial experience at a similar level preferably in an NGO environment;
· In-depth and strategic understanding of integrated development issues and critical analysis of child poverty
· High level of Knowledge of strategic planning processes and theories of child-rights programming
· Demonstrated understating of and commitment to children’s issues in Jordan and the region.
· Proven understanding of “gender in development” concepts and the promotion of girls’ rights in the context of relevant International Conventions (Convention of the Rights of the Child, Convention for the Eradication of Discrimination against Women) and the Global Goals (SDGs).
