The incumbent reports to the Chief, Global Resident Coordinator (RC) System Operations Section in the RC System Business Management Branch.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Develops, implements and evaluates operational support services, assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Contributes to the development of operational policies for the RC System by troubleshooting and proposing solutions for operational issues at the country and regional levels.
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Provides operational and legal advice in support to the Resident Coordinator Offices (RCOs) , Regional UNDCO offices and Headquarters including Memoranda of Understandings, contractual issues, host country agreements, procurement advice etc. ensuring compliance with UN rules and regulations on contract strategy, including tendering processes and evaluation, type of contracts, legal implications, etc.
- Coordinate business continuity arrangements in UNDCO HQ, Regional UNDCO offices and Resident Coordinator Offices (RCOs), assesses operational risks and produces reports concerning the operational risk management of the RC system.
- Provides guidance and advisory services on operational issues to UNDCO Headquarters, UNDCO Regional offices, and Resident Coordinator Offices.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to service transitions, budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Work implies frequent interaction with the following:
Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies;
Representatives and officials in national governments, international organizations, consultants.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in business administration, management, project or programme management, or related area.
A minimum of two years of experience in operations support or administration in a development context is required.
Experience in managing a multicultural team at country, regional and global levels is desirable.
Experience in the United Nations system or a comparable international organization with field experience in development cooperation or UN Secretariat is desirable.
Experience with inter-agency or interorganizational collaboration in the development sector is desirable.
Languages
For the position(s) advertised, fluency in oral and written English is required;. Knowledge of another UN official language is an advantage.
