The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
POSITION PROFILE
The Programme Manager is responsible for all project field implementation activities in DRC Bangladesh – Cox’s Bazar Rohingya response. The position will directly line manage up to ten-line reports including the Protection, Camp Management and Shelter Managers.
The Programme Manager is responsible for all aspects of the project cycle and quality implementation of activities. This includes planning, reporting, staffing, workplans, budget management, procurement and monitoring and evaluation. This role will also engage closely with the Head of Programme, technical coordinators and sector leads in developing new proposals and designing new projects as required. The Programme Manager will also oversee the local government liaison elements of the office as well as having oversight of the field security situation.

DUTIES & RESPONSIBILITES
Programme management
- Ensure effective, compliant management and quality delivery of the programme, including accurate forecasting, reporting, monitoring.
- Provide management, technical, capacity-building and programme management support to line reports (including development, people planning and performance), ensuring inter-department co-ordination and collaboration between the sectors.
- Act as primary budget holder for programme.
- Ensure that the programme remains appropriate to the political, social, economic, environmental and cultural context. This includes the ability to analyse the context and make programme decisions accordingly (covering security, operational objectives and approaches, resourcing, and co-ordination).
- Provide oversight of all programming in Cox’s Bazar in compliance with core protection principles, donor financial guidelines and policies and best practices, while upholding rigorous project cycle management standards.
- Participate in and coordinate with the senior management team ensuring regular information flows and timely decision making as required.
Representation, coordination and reporting
- Represent DRC in relevant fora/meetings in order to strengthen DRC’s position and to gain a deeper understanding of the context, fostering relationships with local government authorities and other relevant stakeholders.
- Ensure strong cooperation with partners and suppliers for effective and contract-compliant programme implementation.
- Assist in donor, headquarter and other external visits as required.
- Manage delivery of all reporting requirements, ensuring project quality, relevance and accountability.
Programme development and quality
- Work with the Head of Programmes and Head of Support Services to contribute to new programme development, including both narratives and budgets, by coordinating and compiling inputs from other technical and support staff.
- In collaboration with other departments, ensure appropriate management systems are in place including, but not limited to, monitoring, financial oversight, security, health and safety and accountability.
- Provide regular analysis on the context and humanitarian situation for the development of project proposals and safety assessments in cooperation with the SMT.
- Contribute to the strategic direction of programming through active and ongoing participation in planning meetings and development of strategic documents.
- Support the evaluation, documentation and communication of learning within the organization and seek to share that learning with key stakeholders.
Safety
- Responsible for staff safety in the area of operation with advice from the Safety and Security Coordinator and the CD.
- Ensure all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.
· Collaborate with the Cox’s Bazar Safety Coordinator and Senior Management Team to make decisions and manage security incidents at a local level
SKILL AND EXPERIENCES
Essential:
- Minimum 5 years’ programme management experience overseeing humanitarian and development multi-sector, multi-donor programmes in complex and volatile environments
- At least 5 years’ experience in people management
- Strong leadership skills and demonstrated competence in people and change management
- Practical and extensive financial, Human Resources and administration management
- Substantial work experience in the areas of emergency, protection, camp management, especially with displaced/refugees and host communities can substitute education qualification
- External stakeholder management (especially with local authorities)
- Experience with relevant donor guidelines
- Proven excellent communication and report writing skills
- Excellent communication skills in English is required
Desirable:
- Experience working in the Cox’s Bazar Rohingya Response is an added advantage
- Advanced communication skills in Bangla is desired.
EDUCATIONAL QUALIFICATION
- Degree level (or equivalent qualification) in International Development, International Relations, Management or other relevant subject.
