About the role
The Programme Manager (“The role”) is Responsible for two EU-funded projects and is consequently accountable for delivering on the commitments in accordance with donor rules and regulations. The role is responsible for seeing to it that the implementation teams have a thorough understanding of project log frames, theory of change, targets, and terms of agreement and deliverables. The role shall also take proactive steps to promote awareness among staff and facilitate project-level initiative in line with NRC strategic ambitions, strategic initiatives, programme hallmarks, and Triple Nexus; and demonstrate how these contribute to donor priorities and the needs of populations of concern. The role shall also serve as the NRC focal point for interaction with the donors and other members of the consortium ensuring fluent and timely exchange of information and submission of deliverables.
Roles and Responsibilities
- Lead Project Cycle Management for the projects in the Programme Manager’s portfolio, including coordinating project review meetings in accordance with PCM Guidelines;
- Monitor, report, and manage progress on the project implementation, procurement, and other plans relevant to the projects. Work closely with Area Programme Managers, MEAL Manager, Grants Manager, and CC Specialists to ensure that the activities are well-sequenced, implemented with high levels of technical quality, donor reports are timely and of high quality;
- Collaborate with MEAL Manager and Area Programme Managers to ensure the projects have robust M & E plans and data collection tools to meet the needs of GORS and donor reporting;
- In collaboration with Area Managers, Access Advisor and Head of Support and building on the CO-wide risk register, coordinate and supervise risk management actions for the relevant projects;
- In collaboration with the Protection Advisor, ensure that project activities adhere to the minimum standards for safe programming; and that staff and collaborators have an adequate level of knowledge and use appropriate assessment, monitoring, and reporting tools;
- Provide Project staff with the necessary technical guidance, including documents and coaching and capacity building necessary for the successful implementation of the projects;
- Represent NRC in the external meetings relevant to the EU projects and ensure Head of Programme and other relevant colleagues remain involved and up-to-date on key discussions;
- Attend consortium coordination meetings for the ACTED-led EU-funded consortium, and ensure that NRC participate effectively on any relevant technical working groups and sharing of information internally;
- Consolidate inputs for reports and ensure that NRC’s submissions are complete and conform to prescribed formats, templates, and other specifications;
- Innovate and promote the uptake of appropriate technologies that enable NRC to deliver cash and voucher-based interventions better. This will include systematically piloting and/or adapting evidence-based best practices; as well as review of workflows/business processes to enhance efficiency and strengthening accountability;
- Coordinate documentation of good practices and lessons learned to inform on future programming;
- Support new business development opportunities for project strategies, design, and budgeting.

As our prospective candidate, you have the following;
- A university degree in Project Management, Development Studies, Business Administration, or the equivalent;
- Minimum of 5 years work experience in Project Management with at least 2 years involving EU funding;
- Skills in the use of project management tools/software such as Microsoft Project and Prince II;
- Report writing skills – including analysis, summarizing, and copy-editing;
- Self-awareness/knowledge about own skills/profile;
- Experience in working as a matrix manager;
- Experience/skills in providing remote support.
