Context:
The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and impacted communities. IOM participates in inter-agency coordinated humanitarian and resilience responses to the diverse impacts of the Syria crisis. Now in its tenth year, the crisis inside Syria has become a complex protracted crisis, with humanitarian and development impacts well beyond Syrian borders. Over 5.5 million Syrians have taken refuge in neighbouring countries, including Lebanon, Jordan, Turkey, Iraq and Egypt. Jordan has hosted Syrian Refugees since the outbreak of the conflict in Syria. As of July 2020, over 658,000 Syrian refugees, primarily from Southern Syria, have fled to safety in Jordan and are currently registered with UNHCR. Of this total, 81% is located outside of camps.
In Jordan, IOM works with the Jordanian Government to assist migrants in need, promote migrants’ rights, and respond to growing migration management challenges. Since being established in 1990, country office activities have expanded to include programmes on building capacity of the Jordanian Government to improve migration management and direct assistance of migrants in need. As part of the United Nations Country Team (UNCT) regional response to the Syrian Crisis, IOM Jordan has been assisting refugees in country through interventions ranging from direct humanitarian support inside camps and in urban settings to primary health care, screening and awareness raising for Syrians and host communities.
IOM’s Refugee Response Programme in Jordan implements humanitarian and recovery interventions related to Basic Needs and Cash-based assistance, Transportation and Women’s Economic Empowerment.
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Emergency Coordinator, and in close coordination with Syria Crises Coordination/IOM HQ, the successful candidate will undertake design, implementation and monitoring of Refugee Response activities in Jordan.
Core Functions / Responsibilities:

Coordinate the design and develop new projects and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the Chief of Mission, Regional Office, Syrian Crises Coordination Cell/HQ, as well as with Government counterparts and other relevant public/private sector’s partner organizations.

Meet regularly with donors present in Jordan and provide briefings and updates on IOM’s activities and projects. Develop donor proposals as required based on needs and funding opportunities.

Ensure timely and quality preparation and submission of all project reports, in close coordination with operational units according to requirements of IOM, donors and relevant stakeholders.

Lead and coordinate the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders, ensuring compliance with donor requirements and procedures.

Monitor progress against strategic objectives, project and programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common M&E framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer.

Ensure that the objectives set in project documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations, in close coordination with the M&E officer.

Oversee the production of visibility/communications materials in close coordination with IOM Jordan Public Information focal point.

Guide, monitor and follow-up with relevant staff in support of Mission’s strategic inputs and key decisions, including substantively contributing to the mission’s development of the country programme.

Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.

Mentor and support staff in their development. Regularly monitor staffing needs and interview and hire necessary staff as required.

Oversee all admin and finance processes of relevant projects, ensuring spending is correct and within budgets.

Coordinate the development, dissemination and regularly update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for activities as required.

Oversee the development and maintenance of data collection and analysis mechanisms for IOMs ongoing or new projects and share relevant information with partners within the humanitarian community.

Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, International Relations, Economic Development, Humanitarian affairs, Project Management or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Relevant field experience in operations, emergency work, including support to displaced populations and/or project management.
Skills
• Good knowledge of project formulation, administration and evaluation techniques and practices;
• Familiarity with financial management; effective resource management skills;
• Sound judgment, ability to extract, interpret, analyze, and format data and resolve operational problem, ability to work with minimum of supervision;
• Ability to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have high sense of confidentiality, initiative, and good judgment;
• Personal commitment, efficiency, flexibility, drive for results, creative thinking;
• Good level of computer literacy, including database applications;
• Excellent research, writing, communication, analytical skills and drafting abilities in English (oral and written); ability to prepare clear and concise reports, with a strong attention to detail and quality;

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
