ABOUT GAATW-IS

The Global Alliance Against Traffic in Women (GAATW) is an Alliance of more than 80 non-governmental organisations (NGOs) from all regions of the world. GAATW’s International Secretariat is based in Bangkok, Thailand (GAATW-IS, also referred to as IS). GAATW’s mission is to ensure that:

· responses to the challenges faced by migrant women workers are respectful of the agency of women and based on a labour rights approach

· understandings of trafficking shift from a crime control framework, to one that acknowledges it as a result of global economic trends, gender inequality and the weakening of labour rights

· spaces for intersectional, inter-movement dialogues are built upon a shared feminist, rights-based analysis of labour migration, and the collective power and voice of migrant and trafficked women

· the social and economic invisibility of women’s work is challenged, and to support the mobilisation, collective voice, bargaining power, and representation of women migrant and informal sector workers.

GAATW-IS aims to do this by:

· Building, facilitating and maintaining mutual exchanges, communications and learning with and between Alliance members through action-oriented research. This can involve both desk research and field work with members and partners on issues related to anti-trafficking, labour mobility, informal work sectors and gender

· Collecting, processing, sharing and making easily accessible to members, essential documents on trafficking, as well as other relevant information, in support of their activities;

· Making local issues internationally visible, and supporting members in their advocacy; facilitating local, regional and international representation of members at relevant fora;

· Developing and making available training modules on trafficking, gender, globalisation and informal economies, rights-based advocacy, as well as on relevant research methodologies to address these issues;

· Facilitating training in capacity building and organizing conceptual clarity sessions for Alliance members and partners

PROGRAMME OFFICER (ROLE DESCRIPTION)

“Women, Work, and Migration” is the core thematic programme of GAATW International Secretariat. The programme currently has a number of multi-year projects focussing on Asia, Europe and Latin America. Two of those projects seek to support a rights-based approach to the social and economic inclusion of South Asian, and Southeast Asian women migrant workers who are returning from destination countries in West Asia, and Europe respectively. Utilising feminist participatory action research (FPAR) methodology, both projects work with partners in South Asia and Southeast Asia to carry out in collaborative research and advocacy with returnee women migrant workers.

The Programme Officer will be responsible for the smooth implementation of the two projects mentioned above, working in cooperation with other GAATW-IS colleagues who are involved in these projects.

For the first six months of this role, the work will be desk-based. Later on, as and when travel restrictions ease, some project travel will be necessary in the two Asian sub-regions.

Tasks and Responsibilities:

It is anticipated that 50% of the Programme Officer’s time will be on desk-based research activities and 50% of their time will be on programme coordination.

· Carry out desk research, and literature reviews on the labour migration frameworks in South and Southeast Asia, particularly related to the return and reintegration of women migrant workers (South Asia – West Asia migration corridor; Southeast Asia – Europe migration corridor)

· Coordinate and support project partners in South and Southeast Asia in their FPAR and ensure that they implement their activities in line with the project objectives

· Support the programme coordinators in drafting concept papers, programme agendas for online meetings and webinars (as needed)

· Develop and deliver capacity enhancement workshops on research methods, and advocacy strategies (in cooperation with other IS colleagues and external partners)

· Organise and lead webinars/online roundtables on labour migration and anti-trafficking topics

· Support the logistical and financial aspects of project implementation and reporting, particularly in the documentation of the project progress and updates

· Represent GAATW at public events/online fora, as needed

· Support GAATW-IS in communications and coordination with members, project partners, and allies

· Contribute to other projects and activities, as needed

Candidate Knowledge, Skills and Experiences:

Essential Requirements:

· In-depth knowledge and critical understanding of gender, migration, labour and human trafficking issues from a human rights perspective, especially as they apply to the South Asia and/or Southeast Asia contexts (Knowledge of at least one region required, both preferred)

· Demonstrated experience in carrying out desk research and analysis, writing concept papers, literature reviews, workshop reports etc

· Experienced in utilising qualitative research methodology

· Superior written and oral communications skills and a high level of competence writing papers and analytical pieces in English

· Project management experience including organising events

· Keeping track of budgets and reporting to donors, preferably in an NGO setting

Additional requirements (preferred):

· Knowledge of the socio-political and economic context in South and Southeast Asia

· Experience of working with civil society networks and social movements in South and Southeast Asia

· Experienced in planning and implanting project activities online

· Experienced in utilising feminist participatory action research methodology (FPAR)

· Experience in facilitation or providing trainings

· Knowledge of a South or Southeast Asian language

· Knowledge or an interest to learn about the international and regional policy processes on labour migration (GCM, GFMD, ILC, CSW)

Personal traits to succeed in this role:

· Commitment to women’s rights and labour rights

· Ability to work in a team, with minimal supervision, and with a high level of accountability for tasks allocated

· Ability to meet deadlines, deliver work to a high standard, maintain regular communications with the GAATW-IS team

· Ability to work strategically and respectfully with diverse stakeholders towards a key objective

· Ability to work in a multicultural/online environment and with people from a diversity of regions, professional backgrounds and levels of authority, across different time zones

TERMS AND BENEFITS

Duration: We anticipate this to be a long-term position with an initial two-year contract (subject to probation) with the possibility of extension (subject to funding). The first six months of this role will be desk-based (i.e. no field meetings), and for candidates who are located outside of Bangkok, remote-based (i.e. all coordination with GAATW-IS and work will be done online). **

Monthly Salary: GAATW is offering a salary of THB 50,000 per month for this role, with the additional notes below:

· For candidates working remotely outside of Bangkok*, an additional THB 5000 per month will be provided to cover home office, insurance and other costs.

· For candidates who are based in Bangkok, additional benefits are provided such as contributions to Thailand’s employee provident fund, house rent allowance, medical benefits.

*Due to the pandemic, GAATW-IS is not is a position to sponsor visas currently. For candidates outside Thailand, the work contract will begin on a remote basis for the first six months at least. When travel restrictions ease and we are able to apply for your visa, we will be happy to support your relocation to Bangkok. A reimbursement of one-way airfare to take up the position in Bangkok will be provided in this eventuality, along with a relocation allowance.
