USAID/Uganda is seeking for qualified individuals to fill the Project Management Specialist (Strategic Information/Monitoring, Evaluation, and Learning (PMS-SI/MEL)) position, located in the Education, Youth, and Child Development (EYCD) Office.
The PMS plays a leading role in developing effective PEPFAR strategic information and monitoring, evaluation, and learning systems, in support of the Contracting/Agreement Officer’s Representatives (C/AORs) managing the Mission’s PEPFAR programs/projects/activities, works with the broader USAID Strategic Information (SI) team and receives guidance and technical direction from the PEPFAR inter-agency Orphans and Vulnerable Children Collaborative, applies evaluation research to monitor program/project/activity implementation in order to document results and to translate SI, MEL, and other data into meaningful policy and program improvements, serves as a subject matter expert and key contributor to strengthening information systems and providing technical guidance to EYCD Office leaders; the broader USAID Mission; implementing partners involved in PEPFAR program monitoring and evaluation; and the Government of Uganda, and serves as Alternate A/COR, responsible for providing technical and programmatic guidance to the Improved Care and Resilience for Children and Youth project.
- EDUCATION
Bachelor’s Degree in a field related to social science, statistics, mathematics, economics, computer science, epidemiology, health informatics, public health, infectious disease, zoonotic disease, biology, or other related discipline is required.
- PRIOR WORK EXPERIENCE
–Five years of progressively responsible professional experience in monitoring, evaluation, and learning and other surveillance systems, evaluation of program/project/activity implementation, direct program/project/activity management required.
–At least two years of this experience must have taken place in a development-oriented workplace (or a related field) for USAID, other donor agencies, host-country organizations, or private-sector institutions, and have included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data required.
