Fixed Term for 12 months *(with the possibility of extension, subject to funding).*

The starting salary package for this position is £36,604 GBP per annum (approx. 51,800 USD including all allowances)

About the role:

Border areas in East Africa are facing multiple complex emergencies. Famine warnings have been issued by the UN following events such as the locust infestation and floods, and COVID-19 continues to impact on many areas of aid delivery. Significant reductions in funding to WFP and UNHCR mean that more and more people are facing food security issues and rations cuts and are and will continue to be on the move, not through choice but out of necessity.

Of particular concern to MAG in 2021 are the following axes – West Somalia/Kenya, South Sudan/Kenya, Mozambique/Tanzania and South West Somalia/Kenya. Security for the populations living in these border areas is volatile – for example: there has been a steady deterioration in the security environment in the greater Cabo Delgado region on the Mozambique-Tanzania border, which has seen more than 2,500 people killed since 2017; outbreaks of communal violence in Kenya, driven by competition for access to natural resources and territorial disputes, and made more deadly by the presence of large numbers of SALW, have been reported in counties bordering Somalia and Kenya has announced the deadline of the closure of both Kakuma and Dadaab refugee camps by June 2022.

Communities living in these areas require an urgent, community-based, rapid response in support of the humanitarian interventions currently taking place, which will empower women, girls, boys and men living in these highly volatile areas to mitigate the risks to their lives, which they face on a daily basis, and to feed into improved security in a longer-term, sustainable way.

This is an exciting opportunity for a Project Manager to lead on a crucial pilot project in our East Africa region. This project will research the impact of mine and explosive ordnance contamination and Small Arms and Light Weapons ownership and use in the unstable border areas at community and district levels. During the project, MAG will develop partnerships with existing NGOs and security actors in those areas to provide training in Explosive Ordnance Risk Education and will undertake basic capacity building of local focal points of affected populations to develop strategies for managing the dangers they represent. Finally, the post holder will develop a 2-4 year proposal and budget for donors to ensure ongoing implementation of the project following this initial pilot.

Reporting to the Regional Director for East and Central Africa, the Project Manager will be responsible for leading on the set-up and management of the cross-border project. This role will be based in East and Central Africa, with 60% travel within the region – see the candidate information pack for further details.

About you:

The successful candidate will need a minimum of 5 years’ management-level experience working in the humanitarian sector on refugee and cross-border issues in East Africa, ideally in a conflict / post conflict environment. The candidate should be able to demonstrate the ability to work independently with minimum supervision, as much of this role will be undertaken at a distance from the role manager and support team. Experience managing a full project cycle, including baseline assessment, planning, delivery, reporting and M&E is essential. The candidate should have experience of conducting gender/age appropriate needs or risk assessments in order to design and implement appropriate interventions, as well as in-depth experience of participatory research techniques and community-based and led approaches. The successful candidate will also have proven ability to manage a range of key relationships with host state governments, UN, local authorities and NGOs including Refugee and Women’s organisations. Experience in the Mine Action sector is desirable but not essential.
