Reporting to: Direct line management to Area Manager, Technical line management to the National Protection Coordinator
Direct Report: Project staff (Team Leaders, Specialist)
Overall purpose of the role:
- Responsible for developing context sensitive strategies and implementing the relevant project component of DRC’s programs in the area
- Provide technical expertise on program development in all relevant projects
- Overall responsibility for the day to day management of DRC’s sector projects within geographical area of responsibility
- Direct manager for relevant sector staff members
- Work towards nationalization of the Project Manager role
Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement, case management, monitoring of rights and rights awareness-raising, solutions for displaced population.
Geographic scope: Area (Bhamo – Kachin)
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.
Main Responsibilities
Project Management and implementation
**
· Coordinate, plan and monitor project activities funded by several donors including (ECHO, OFDA, HARP, Danida and others), with a specific emphasis on remote project management
· Ensure the highest quality of the Protection interventions, and the coherence between all projects, ongoing and proposed.**
· Ensure the implementation of all protection projects according the overall protection strategy, DRC Myanmar harmonized approaches, in line with SOPs and guidelines for protection monitoring, case management, community-based protection, partnerships and taking into account remote modalities for implementation
· Take lead in planning protection monitoring activities and compiling inputs from the protection team on monthly protection monitoring reports, analyze protection trends, and submit compiled report to Protection Coordinator**
· Take leadership of the protection projects in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanisms on site and in synergy with other DRC interventions in the area
· Formalize and develop project related operational tools and training modules (i.e. project SOPs, Guidance documents and others) in coordination with the Protection Coordinator**
· Provide input for monthly, quarterly, interim and annual donor reports as well as ad hoc donor requests
· Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements**
Program development and strategy and external relations
- Representation of DRC and active participation in Protection and relevant sub sectors/working groups (including durable solutions)
- Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs
- Drive the development and growth of the relevant programs within the DRC program objectives, including proposal development, and feed into country-wide strategy development
Monitoring, Accountability and reporting
- Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within relevant project program as well as strengthening the effort to document the impact of activities
- Develop program monitoring tools and support in monitoring of outcomes and outputs
- Quality control and site monitoring to ensure that services provided are according standards
- Support and lead in writing management and donor reports
- Continuously update project documentation and files
- Ensure compliance with internal and external reporting requirements including procurement
- Closely work with Area Manager, PMs, Protection Coordinator, Grants and SMT unit to develop quality proposals, concept notes and budget
People Management
- Lead and manage project staff members including coaching, ensuring coordination, recruitment, and capacity development
- Provide on the job training as much as required and adapt trainings/coaching to specific staff needs
As Manager the post-holder is responsible for the following:
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
- Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
- Accountable for ensuring project forecasting and spending according to deliverables
- Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.

Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Perform any other relevant tasks as requested by Line Manager and / or Area Manager.
Experience and technical competencies: (include years of experience)

3-5 years of proven international experience in I/NGO projects

Experience in the relevant Protection monitoring, case management, community-based protection and working with partners,
-
3-5 years’ experience with people management. Experience in Myanmar is an advantage.

Excellent writing and editing skills for external audiences (including governments and donors)

Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.)

Experience working with Monitoring and Evaluation
Education: (include certificates, licenses etc.)
- Master’s degree (e.g. political science, international development, social work or international law) is an advantage
Languages: (indicate fluency level)
- Full professional proficiency in English

· Protection actors in Kachin (national and international)
· Camp Management Committees (CMC) in geographic area

Conditions
Contract: 6 months, renewable based on funding availability. Salary and conditions in
accordance with the Danish Refugee Council’s Terms of Employment for Expatriates, which can be
