Background

Reducing Economic Barriers to Accessing Health Services (REBAHS) II is a follow-up to the original REBAHS project which ran between January 2018 and February 2020, providing 1.2 million consultations, amongst other services, to Syrian refugees and vulnerable Lebanese communities. The European Union’s Regional Trust Fund in Response to the Syria Crisis ‘Madad’ has generously provided International Medical Corps and consortium partner Premiere Urgence Internationale (PUI) with a further €42m to reduce the vulnerability of crisis affected populations, both refugees and Lebanese communities, through the equitable provision of primary health and mental health services across Lebanon, inclusive of specialized services for persons with disabilities.

Job Purpose

Project Coordinator will provide general managerial oversight to the program funded by EU MADAD. The program is being implemented via a Consortium, where International Medical Corps is leading with its partner PUI and continuing a successful collaboration to bolster the capacity of the local health system and deliver an affordable and comprehensive package of quality health services. The primary function of the Project Coordinator includes oversight of the implementation of program activities inclusive technical guidance to the program, day to day administration of overall program activity, and reporting, internal and external coordination with staff and partners and representation duties

Main Responsibilities

  • Work closely with the Deputy Country Director and other members of the Senior Management Team, and field teams to determine the operational needs of the REBAHS II project.
  • Oversee all aspects of project implementation, scale up and phase-down, in coordination with all other departments (including setting up and managing the project/ operational systems, working with the relevant other staff on human resources and finance issues, and ensuring support for the ongoing monitoring and evaluation and project development cycle) in accordance with the donor approved grant agreement.
  • Ensure the REBAHS II project is implemented according to strategy, work plan, and budget, in addition to meeting indicators and deliverables.
  • Complete regular visits to the field to ensure proper implementation of activities, determine programmatic gaps, etc.
  • Serve as project budget holder and liaise closely with Finance Director to ensure program is on track for financial spending, including through the review of spending plans and monthly pipelines.
  • Ensure program compliance with donor policies and regulations and complementary with other agencies’ efforts.
  • Liaise closely with the other local and international NGO staff to ensure proper coordination and effective capacity building in key areas of project.
  • Analyze data gathered and propose alternative strategies of program implementation.
  • Work with the Grants Manager and MEAL Coordinator to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the program.
  • With the assistance of HQ, Finance, Sub-grants, and Compliance colleagues, ensure that contract, finance and grants administration functions are in full compliance with provisions of the agreement with the EU.
  • Contribute to production of follow-on proposals or other project documentation such as concept notes for new projects.
  • Serve as primary point of contact for Consortium Members and EU MADAD on program implementation issues.
  • Oversee administrative and office support activities such as systematically arranging documents (including MOUs, grant amendments, etc.) and grants files; compiling documents according to an established system for audit preparation; efficiently using Office 365 for archiving.
  • Ensure that technical deliverables and monitoring and evaluations plan are designed, agreed, and match the project requirements and ensure that all the project information and benchmarks are achieved in a most transparent way and properly reported by IMC and Consortium Members for the REBAHS II project.
  • Organize, review, and ensure timely submission of project narrative and financial reports to the donor.
  • Coordinate with other Consortium Members to receive narrative and financial reports, providing feedback and overseeing edits of their submissions.
  • Assist in compiling and disseminating grant information necessary to other departments. Attend coordination meetings which are relevant to the REBAHS II program.
  • Represent the organization at meetings and during visits by the EU, by Consortium Member management, or as requested by the Deputy Country Director.

Qualifications

  • Minimum Bachelor’s Degree in social sciences, public health, international development, or in a relevant field of study is required.
  • Master’s degree in a relevant field of study is preferred.

Experience

  • Minimum 5 years of progressively increasing and satisfactory program management responsibility on programs in developing countries and/or crisis contexts.
  • 3 years of experience with staff management.
  • Comprehensive knowledge and working experience with grant management for the EU.
  • Experience working with health NGO or implementing organization strongly preferred.
  • Experience working with consortium led projects and sub-partners is preferred.
  • Experience in working with refugees in Lebanon and the Middle East would be preferable.

Competency

  • Strong organizational skills, ability to exercise sound judgement and make decisions independently, ability to handle multiple tasks and demands, establish priorities and work effectively in a deadline driven environment with accuracy and attention to detail.
  • Demonstrated experience in leadership roles, promoting strategic planning, and careful budget management.
  • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, as well as the EU MADAD representatives.
  • Ability to read, write, analyze and interpret, and speak at a highly proficient level of English, must have excellent communication skills, both oral and written
