Summary of position:
Under the direction of the Deputy Management Consular Officer, the Property and Materials Manager: • plans and administers services related to the procurement and maintenance of the Mission’s staff quarters and Official Residence; • plans and administers activities related to interior decoration of staff quarters, and the supply and maintenance of required furnishings, equipment and appliances; • maintains contact with local real estate and construction industries, negotiates lease renewals and repair and maintenance contracts, and provides consultative services in respect to purchasing; • supervises locally-engaged staff; • prepares the annual estimates and budget input for operations and maintenance requirements; and • performs other duties.


Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
University degree from a recognized institution in a related field (including architecture, engineering, project management) or an acceptable combination of education, training and experience in a related field.

Language:
Fluency in English (oral and written); Fluency in Portuguese (oral and written).

Experience:
Minimum 4 years of recent* related work experience in property management; Minimum 2 years of recent* experience negotiating and managing contracts *Recent is defined as being within the last 7 years

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
Knowledge of property systems including electrical and plumbing systems; Knowledge of computer programs including, but not limited to, Outlook, Excel, Word and Windows Explorer

Abilities/Competencies:
Ability to work independently; Ability to work under pressure in a demanding office environment; Ability to communicate effectively orally and in writing; Ability to lead and implement projects; Teamwork and Cooperation; Client Focus; Flexibility and Adaptability; Initiative and sound judgement; Professional integrity and discretion; Detail orientated.


Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

Fluency in French (oral and written). Experience with an international organization Recent experience working in a team environment supervising at least one person.

The candidate may be required to travel and work overtime, at night or on weekends.
