About the job

The Protection Manager will provide overall technical leadership and oversight to all aspects of DRC’s protection programming in Jordan. This will include overall technical strategy development and coordination between relevant projects and proposals as well as development of protection related SOPs, tools and work plans, ensuring that activities comply with technical standards. The Protection Manager provides day-to-day management of the Protection Technical Unit, including supervision and technical capacity building. The Protection Manager will represent DRC in relevant internal and external coordination forums ensuring high-visibility of DRC Jordan’s protection portfolio and providing technical leadership among peer organizations.

Duties and Responsibilities

Program Strategy & Program Development:

  • Support the contextual revision and roll out of the DRC Jordan Country Action Plan, ensuring it is supported by the integrated country programme strategy, which combines protection and economic recovery priorities.
  • Proactively engage in bilateral coordination with local and international NGOs as well as with international public organizations to refine, expand and strengthen DRC’s referral and information assistance and partner networks;
  • Lead the technical design and review of concept notes, logframes, budgets and full proposals in technical sectors.
  • Provide technical inputs to all relevant project reports, in collaboration with the Area and Base Managers, Grants Specialist and Economic Recovery and MEAL Manager.
  • Ensure DRC has sufficient primary and secondary data on protection issues in Jordan so that programming is evidence-based and responsive to the changing environment.

Program Quality

  • Support the MEAL Technical Unit in rolling out qualitative and qualitative monitoring and evaluation approaches, aiming to build contextually-grounded learning into programme activities;
  • Visit program activities and provide support and feedback to staff and implementing partners on program approaches and methodological issues.
  • Ensure all Protection tools, SoPs and guidelines are regularly updated, and in line with international minimum standards.
  • Support other sector technical leads and Base and Area Managers with guidance on mainstreaming protection in their work, including review of programming approaches, SOPs and tools, and staff capacity development;
  • Support the Base and Area Managers in the recruitment of suitable qualified and experienced technical field-based staff.
  • Represent DRC at technical working groups linked to consortia, as required.
  • Maintain technical links with DRC Regional and HQ counterparts to ensure that DRC Jordan programmatic priorities align with and respond to global learning.

Team Management:

  • Manage DRC Jordan’s Protection Technical Unit (legal, PSS, case management, partner capacity building, gender) and provide team members with technical guidance and support through regular coordination meetings;
  • Mentor and support the Protection Technical Unit through regular one-to-one supervision and performance appraisals;
  • Ensure the Protection Technical Unit conducts regular field visits to support field teams, and provides regular trainings and capacity building for DRC and partner staff, as per their workplans.

Coordination, Representation & Advocacy:

  • Represent DRC at technical coordination forums, as agreed with the HoP;
  • Maintain close working relationships with technical leads within DRC Jordan, MENA, and HQ to ensure strategy and implementation coherence with overall objectives;
  • Take an active role in pushing DRC’s protection advocacy messages in relevant coordination forums.

About you

You should have at least five years proven and successful track record in international protection and/or human rights in humanitarian settings, with at least three years of overseas experience in a protection managerial role;

Required / Desirable

  • Proven experience in protection programing in a post-emergency refugee context, community development and/or legal or human rights programming;

  • A technical background in one of DRC’s key strategic areas (PSS, Case Management, Legal, GBV, CP) is an advantage.

  • Knowledge and experience of protection information management processes and systems, understanding and experience of conducting data collection and analysis, including in case management and community engagement;

  • Demonstrated experience managing multicultural teams, capacity building and mentoring of staff;

  • Experience with project cycle management and tools such as logical frameworks, work plans, and monitoring plans;

  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels, in a multicultural team and operating environment;
  • Fluency in English, and excellent English writing ability and verbal skills for project proposals, reports, and communications;
  • Demonstrated ability to deliver high quality analysis, timely reports and technical materials (trainings, program tools and guidelines, etc);
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny.
  • Previous experience working in the Middle East region
  • Ability to communicate technical information in an easy to understand, informative and collaborative manner
  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards

Education: (include certificates, licenses etc.)

  • University or graduate degree in international development, human rights, law, social work, psychology or other relevant field. A Masters degree is strongly preferred
