The National Democratic Institute is seeking an international consultant to assist NDI in its ongoing programs with the CTA. NDI currently implements three U.S. government-funded activities with Tibetan communities in Nepal and Tibet. The programs’ overarching goal is to support CTA stakeholders in delivering more effective and sustainable leadership to Tibetans in India and overseas. In line with that objective, NDI intends to work with CTA stakeholders, including but not limited to the Sikyong’s office, the Tibetan Parliament-in-Exile (TPiE), the Kashag, the Social and Resource Development Fund (SARD), and other CTA departments. NDI’s programs also support women and youth empowerment and improved citizen and government engagement. 

The public sector management consultant would provide professional development capacity-building training for the CTA, especially the Public Service Commission, on an ongoing basis. The Public Service Commission is an entity within the CTA tasked with recruitment, training, appointment, and promotion of civil servants. The consultant, both in-person and virtually, would act as a long-term technical resource for this entity, including assisting it in developing training modules for CTA staff. The consultant will work in close coordination and maintain frequent communication with NDI headquarters-based Tibet program staff, and with local program staff. The consultant would support a five-year program with approximately 30-40 working days per year. The consultant would begin work in December 2021 for an initial contractual period of six months. 

Scope of Work

  • Review existing materials and resources concerning Public Service Commission capacity and needs.
  • As needed and in coordination with NDI staff, provide guidance to the Public Service Commission and other relevant stakeholders regarding civil service training practices.
  • As needed and in coordination with NDI staff, develop frameworks, structure, and topical focus areas for trainings aimed at strengthening Public Service Commission capacity.
  • As needed, develop an agenda and materials for, and conduct, such trainings.
  • As needed, undertake visits to the field to support the Public Service Commission in collaboration with NDI staff.

Qualifications

The ideal candidate will possess: 

  • A graduate degree in social sciences or a related field.
  • A minimum of 8 years of experience working with civil servants and government agencies.
  • Experience with designing training modules used by civil servants.
  • Experience working with communities in exile, marginalized populations and diaspora groups, preferred.
  • Exceptional cultural sensitivity and interpersonal skills to effectively interact with Tibetan communities.
  • Superior oral and written communications skills to effectively present information in a

clear and persuasive manner.

  • Willingness to travel to Tibetan communities (if needed, and when possible given COVID-19) for consultations. 
  • Experience consulting with international nonprofit organizations.
