UNICEF is looking for a committed, creative professional for the position of Communication for Development (C4D) specialist focusing on UNICEF’s efforts to strengthen social behaviour change in the programme areas under UNICEF’s mandate to support child development in Azerbaijan.

Under the general guidance of the Deputy Representative, the C4D Specialist will work closely with a professional team of technical experts in health, nutrition, education, child protection, adolescent development and participation, monitoring and evaluation and child-related social policy in UNICEF Country Office.
Summary of key functions/accountabilities:
- Support to strategy design and development of C4D activities. The C4D Specialist will lead and/or participate in comprehensive situation analysis and generate evidence to support design and development of communication strategies and activity plan for specific social and behaviour change objectives.
- Implementation of C4D activities. The C4D Specialist will be responsible to ensure active implementation of the communication for social and behaviour change strategies, cooperation with internal and external partners, verification and quality control of communication materials and activity design, and programme monitoring, evaluation and reporting.
- Technical and operational support. The C4D Specialist will provide technical support to implement of communication for social and behaviour change strategies and ensure quality of interventions. S/he will also responsible for effective use of programme funds and contribute to fundraising for social and behaviour change initiatives.
- Advocacy, networking and partnership building. The C4D Specialist will identify, build and maintain partnerships through networking and proactive collaboration with strategic partners, collaborate with internal global/regional communication partners and participate in UN inter-agency discussions and planning for joint communication for social and behaviour change initiatives including during emergencies.
- Innovation, knowledge management and capacity building. The C4D Specialist will implement not only traditional communication approaches, but also innovative practices, approaches and latest technology on multiple media and social/digital platforms and networks. S/he will lead the institutional capacity building of communication for social and behaviour change among government, NGO/CSO and academic partners.
To qualify as an advocate for every child you will have…
- An advanced university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public relations, marketing, or another relevant technical field.
- A minimum of five years of professional experience in one or more of the following areas is required: social development programme planning, communication for development/social behaviour change, public advocacy or another related area.
- Relevant experience in a UN system agency or organization is considered as an asset.
- Background and/or familiarity with emergency is considered as a strong asset.
- Fluency in English and Azerbaijani languages are required.
