The purpose of the consultancy is to provide technical assistance to the Ministry of Education and Science of Ukraine (MoES) to enable implementation of the Safe School Declaration’s (SSD) commitment on Conflict Sensitive Education (CSE):
“Develop, adopt and promote conflict-sensitive’ approaches to education in international humanitarian and development programmes, and at a national level where relevant.”
The consultant will work under the direct supervision of UNICEF Ukraine, and in close collaboration with the Ministry of Education and Science of Ukraine (MoES) and Ukrainian Institute of Education Development (UIED). The international consultant will work together with the national consultant on Conflict Sensitive Education (CSE).
The Safe Schools Declaration (SSD) is an inter-governmental political agreement that outlines a set of commitments to strengthen the protection of education and ensure the continuity of safe education during armed conflict. On 20 November 2019, Ukraine became the 100th country to endorse the Safe Schools Declaration. Development, adoption and promotion of conflict-sensitive’ approaches to education is one of the commitments of the SSD and is also reflected in the action plan on implementation of the SSD (approved by the Cabinet of Ministers of Ukraine in August 2021 and is available here:

Conflict Sensitive Education (CSE) is a non-prescriptive, ongoing approach to the “how” and “what” of education delivery in conflict and crisis contexts. It requires an organizational understanding of the interactions between a context of conflict and education programs and policies. In the planning and delivery of education services, being conflict sensitive means acting to minimize negative impacts (such as exacerbating existing tensions) and maximizing the positive impacts (such as increased peace, social harmonization, social justice, etc.) Conflict sensitive education is integral to the provision of quality education. The specific objectives of the assignment are:
• To strengthen the capacity of key stakeholders in developing, adopting, and promoting conflict-sensitive approaches to education
• To develop recommendations on mainstreaming of Conflict Sensitive Education (CSE) into the educational process in Ukraine and into pre-and in-service teacher training
To reach specific objectives, the Consultant will have to complete the following tasks:
For the strengthening capacity of key stakeholders in developing, adopting and promoting conflict-sensitive approaches to education:
• In close communication with UNICEF and the MoES and with the support from the national consultant on Conflict Sensitive Education, identify relevant stakeholders for the introduction of the CSE concept and conflict analysis approach
• Develop concept note for the workshop on CSE and conflict analysis approach for the MoES, UIED staff and other relevant stakeholders. In consultation with the MoES and UNICEF agree on key parameters of the workshop (dates, duration, etc.)
• Update and contextualize materials to be used for the workshop on CSE and conflict analysis approach
• Conduct a workshop with the MoES and UIED staff and other relevant stakeholders on CSE and conflict analysis approach
• Prepare the report on the training/workshop and document lessons learned
For the development of recommendations on mainstreaming of Conflict Sensitive Education (CSE) into educational process in Ukraine and into pre- and in-service teacher training:
• Conduct secondary data review on roadmaps, national plans and success stories on integration of conflict sensitive education approach to the development and implementation of education programs and policies in similar contexts
• Conduct in-depth interviews with relevant stakeholders (workshop participants, civil society and international organisations, etc.) in Ukraine on their vision and capacity to support further integration of conflict sensitivity into education programs and policies in Ukraine. This includes development of the methodology and questionnaire for the interviews
• Develop a briefing note on the Conflict Sensitive Education and conflict analysis approach for a wide range of educators across Ukraine. The note should include recommendations on mainstreaming of Conflict Sensitive Education (CSE) into educational process in Ukraine and into pre- and in-service teacher training as well as links to relevant tools and resources
• Develop recommendations for the MoES, UIED, pre- and in-service teachers training providers, civil society and international organisations on further integration of conflict sensitivity into education policies and programs
• In consultation with relevant stakeholders explore possibility and need to contextualize and/or develop an online
course on Conflict Sensitive Education in Ukraine. Prepare an outline of the ToR for the development of the course and estimate funding required.

Tasks/Deliverables: Conduct in-depth interviews with relevant stakeholders in Ukraine on their vision and capacity to support integration of conflict sensitive education approach to the development and implementation of education programs and policies in Ukraine.

To qualify as an advocate for every child you will have…
Education: Master’s degree in Education, Conflict and Peacebuilding, Political Science, Sociology, International Relations, Law or related Social Sciences field.
Professional experience: Extensive professional knowledge and at least 5 years of experience in designing and implementing education programmes and/or policies in conflict settings. Demonstrated knowledge on topics related to conflict sensitive education and/or peacebuilding. Demonstrated experience in strengthening capacity of various stakeholders in developing, adopting and promoting conflictsensitive approaches to education. Prior exposure to the context of the conflict in eastern Ukraine would be an asset. Prior experience with UNICEF, UNESCO or other UN Agencies would be an asset.
Language: English – Proficient/Native [C2]; Ukrainian – is an advantage; Russian – is an advantage.
