Summary of position:
Under the direction of the Management and Consular Officer, the Readiness Program Officer:
• Delivers activities in support of the Readiness Program of the Mission;
• Delivers and provides support for consular-emergency management services to
assist Canadians abroad, develops contingency plans for consular assistance,
supports the coordination of the Canadian response during an emergency;
• Delivers and supports emergency management training, workshops, sessions,
drills, briefings, presentations and functional exercises;
• Researches and monitors changes to local developments, trends, events or
potential threats that could have a significant effect on Canadian interests and
reports them to the supervisor;
• Gathers and analyses information to draft briefings, reports and other materials;
• Represents the Mission’s interests and supports liaison activities with foreign
authorities to discuss joint initiatives or exchange information;
• Establishes and maintains a network of relationships, within the foreign
government, other diplomatic/consular missions, local or international
organizations;
• Provides advice and recommendations to management and overall advice and
guidance to mission staff;
• Assists with the day-to-day management of the program budget.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
Associates Degree from a post secondary institution

Language:
Fluency in English (oral and written)

Experience:
A minimum of two (2) years experience within the past five (5) years:

• Experience conducting research, drafting reports and providing advice to
management;
• Experience developing and implementing standard operating procedures and monitoring quality control;
• Experience conducting briefings and/or training;
• Experience and proficiency in Microsoft Office Suite including Excel, Word and Outlook.

Rated Requirements:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral in-person, remote or recorded interview, a role-play, practical tests, a presentation and/or psychometric assessment.

Knowledge:
• Knowledge of security mitigation and operation measures and emergency preparedness measures;
• In-depth knowledge of physical and electronic security equipment;
• In-depth knowledge of principles of organizational security management and/or emergency management;
• Knowledge of Guyana government departments and agencies;
• Knowledge of budgeting, budget management and forecasting.

Abilities/Competencies:
• Ability to work under pressure and with a minimum level of supervision;
• Ability to analyze and interpret information quickly and efficiently;
• Ability to respond to sensitive situations and classified matter with urgency when required;
• Ability to maintain services of high quality and apply policies, regulations and rules with integrity, courtesy and firmness;
• Ability to lead contracted personnel.

 

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

– Experience working in a diplomatic/consular entity or international intergovernmental organization.
– Experience in contract management.
– Experience in forecasting and budget management.

 

Organizational Needs:

 

Operational Requirements:
• Must be able to work overtime on short notice;
• Must be available for occasional duties outside normal working hours (i.e. evenings and weekends);
• Ability and willingness to travel occasionally, including internationally.

 

Condition(s) of Employment:
• Right to work and live legally in Guyana;
• Able to obtain and retain an enhanced reliability clearance;
• Before a job offer can be made, the applicant must provide an address in Guyana to prove their residence in that country. This address in Guyana will be indicated on the job offer letter of the selected candidate;
