About the Position
More than half of the countries where USAID operates suffer from violence. Corruption, competition over natural resources, climate change, and complex disasters exacerbate violence, instability, and conflict. To deliver enduring development outcomes, USAID must ensure that all of its programming—regardless of country context or development sector—strengthens local capacities for, and commitment to, peace.
Dexis has been contracted by the USAID Bureau for Conflict Prevention and Stabilization (CPS) to provide institutional staffing support. As part of this contract, the CPS/Center for Conflict and Violence Prevention (CPS/CVP) requires a Reconciliation Fund Specialist.
The Reconciliation Fund Specialist will directly support and assist the CVP Reconciliation Fund Manager with program management, implementation, and administration of international cooperation and peacebuilding projects and activities. The Reconciliation Fund Specialist will strengthen partnerships with stakeholders, identify and resolve issues and inefficiencies, and ensure learning and share information on successful strategies, programs, and projects across USAID.
This position requires eligibility for a SECRET clearance and the start date is immediate.
Responsibilities
- Support the CVP Reconciliation Fund Manager directly with centrally managed activities, supporting program/project management functions for international cooperation programs and projects.
- Prepare planning, authorization, and implementation documents and monitor their timely clearance and execution.
- Devise and develop detailed plans, goals, and objectives for the long-range implementation and administration of programs. Provide expert analysis and evaluations to staff and management that encompass programmatic milestones, schedules, and resource planning required for effective management, operations, and decision making in support of a project/program or functional area.
- Serve as a resource to CVP in the identification of critical issues and problems related to international cooperation activities.

Support planning for and programs for conflict assistance, and other activities in the international cooperation area; advise on region and country development objectives based on conflict assessment criteria, perceived needs, U.S. policy, and determined priorities; and recommend resources needed to meet program/project objectives.

Build partnerships and collaborate with representatives of other parts of USAID, other USG agencies, international organizations, and NGOs related to USAID efforts and policies and share information on successful strategies, programs, and projects.

Participate in meetings, briefings and events related to the relevant sectors at Bureau, intra-agency, and external forums, including at conferences, seminars, etc.

Provide analyses of the effectiveness of major policy reform and non-project assistance interventions (including those of other development assistance agencies).

Assist with assessments of activities in the host country, and assist with the development of effective new strategies, including the development of strategic objectives and supporting documentation required by USAID processes. Advise Missions on the implications of assessment conclusions of ongoing and future activities.

Develop new ways to resolve problems, ensure learning, and document best practices in meeting established goals, measures, and objectives for program effectiveness.

Conduct analysis and provide information on the systems, legislation, regulations, or programs in service of improved knowledge management processes and procedures.

Develop long-range program plans, goals, objectives, and milestones for evaluating and measuring, documenting, disseminating, and systematizing the effectiveness of and best practices in major agency and office programs.

Provide advice, guidance on technical issues by generating, documenting, and disseminating learning and best practices regarding the design, implementation, management, and evaluation of development assistance programs.

Qualifications
Minimum Requirements:
- 5-10 years of demonstrated experience as a practitioner and/or manager in the field of peacebuilding and conflict prevention and mitigation including in the areas of program design, management, implementation, and operations.
- Minimum of 2 years of experience managing conflict assistance programming in host countries with USAID Implementing Partners.
- Masters’ degree in International Relations, Public Policy, International Development, or other area relevant to peacebuilding and conflict prevention and mitigation.

Proven experience building and strengthening relationships with stakeholders including USAID Missions, USG agencies, international organizations, NGOs, and other clients and partners.

Driven, proactive, go-getter with an interest in growing expertise in peacebuilding and ensuring the highest levels of support and customer service to CVP and USAID Missions.

Outstanding verbal communication skills with an interest in communicating success stories and conducting outreach.

French language skills preferred.
