Référent MEAL H/F

Low? ? Massy and under the direction of the Coordinator of the Methodology and Quality Department, the MEAL (Monitoring, Evaluation, Accountability and Learning) referent ensure quality? of all SIF actions linked to monitoring,? the evaluation,? accountability? and? capitalization of projects.
The MEAL M / F referee will be charged? support the missions to include the MEAL approach in the management of the project cycle. He / she will provide technical supervision in terms of monitoring, evaluation, accountability? and the capitalization of the missions of our 3 Desks in order to improve the quality? and the impact of the programs by:

• The application of the monitoring and evaluation system, the accountability of teams, the sharing of best practices and the production and management of knowledge within the Programs Department.
• Monitoring compliance with the management of projects in accordance with the rules, agreements, objectives, standards and strategies defined by SIF.

OBJECTIVES

Monitoring, evaluation, accountability and capitalization

• Develop and implement a MEAL strategy? the international;
• Design and implement the M&E plan at the macro level and monitor its implementation in conjunction with the concerned desk team and the methodology and quality team;
• Work with the field teams to ensure quality operational programming and compliance with minimum standards, including RIS standards;
• Ensure the monitoring and evaluation of the SIF intervention in the various intervention zones, paying particular attention to accountability of beneficiaries and relevant stakeholders;
• Support heads of mission and desk teams in setting up and monitoring an internal calendar of organized reports and formalized processes;
• Manage the management of internal and external evaluations
• Develop a system and tools for monitoring accountability mechanisms? humanitarian organizations that allow communities to voice their opinions and comments, in particular to ensure that the program is relevant and well targeted? and satisfies the beneficiaries;

program evaluation and planning

• Facilitate evaluations and operational research for understanding the context and identifying opportunities;
• In connection with the technical references, support the MEAL mission references, the program managers and the CDMs for all the evaluations and basic studies in order to have the necessary data. assignees? the design and management of programs and projects;

Data analysis and reporting

• Develop the quality control systems and mechanisms necessary to ensure adequate management of data;
• Provide a relevant analysis of the relative data? consistency and? the quality? RIS projects – methodology, objectives, indicators and monitoring of results;
• Review interim and final reports in accordance with deadlines and organizational and donor requirements.

Capacity building and ownership

• Propose methods and tools facilitating the appropriation of M&E, the transfer of knowledge and skills in the management of quality processes. and in-house training;
• Ensure the capacity building of staff in MEAL matters.

• Master in social and / or economic sciences, statistics, development or related field.
• At least 3 years of experience in the field in Monitoring and Evaluation;
• Experience in project cycle management and donor reporting;
• Proficiency in French and English;
• Proficiency in software for collecting and analyzing data, GIS and statistics.
