Chemonics seeks a regional manager for USAID’s Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project in Central America. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In the Central America region, the project conducts supply chain strengthening activities in Guatemala, Honduras, El Salvador, and Panama. The regional manager will be responsible for providing overall strategic direction and leadership for the USAID GHSC-PSM project in the Central America region. He or she will monitor the project’s technical, financial, and administrative performance and will serve as the supervisor for the lead technical staff in each country as well as for the regional finance and operations staff based in Guatemala. The regional manager will maintain effective communication with the client, the home office, cooperating agencies, and critical regional stakeholders. Responsibilities include:
- Provide overall project leadership, management, and technical direction based on the project’s strategic long-term vision and USAID priorities
- Serve as the primary liaison with USAID and international and regional partners and represent the GHSC-PSM Central America project at regional meetings and events
- Cultivate, manage, and strengthen relationships with local government counterparts, the USAID Mission, local organizations, and other implementing partners
- Supervise the long-term technical and administrative staff based in Guatemala City and the long-term technical staff based in the countries part of the project scope
- Ensure strong project performance and timely completion of workplan activities aligned with USAID expectations and Ministry of Health priorities. Identify opportunities for greater impact and recommend and carry out corrective actions if needed to meet the project objectives
- Develop and implement risk mitigation strategies for commodity procurement and technical assistance activities; assess risks on a regular basis and implement risk mitigation strategies
- Lead preparations of regular reports for GHSC-PSM headquarters, USAID, and project stakeholders in accordance with the GHSC-PSM contract and ad hoc reports as requested
- Oversee project office operations in accordance with Chemonics policies and procedures and USAID regulations, including human resources, procurement, finance, and subcontracting.
- Oversees the project’s financial management to ensure adherence to available funding and the approved workplan budget and to confirm that sufficient funds are available to complete the budgeted workplan activities
- Perform other tasks as directed by the GHSC-PSM Project Management Unit Director
Qualifications:
- Bachelor’s degree in health, engineering, or management related discipline
- Minimum eight (8) years of experience in public health program management, pharmaceuticals and medical supplies, supply chain management systems, and/or systems strengthening
- Minimum five (5) years of experience leading development projects; experience working with U.S. government preferred
- Demonstrated ability to manage and implement complex donor-funded public health programs in a developing country context while effectively managing client expectations and competing priorities
- Knowledge of and practical experience implementing supply chain management best practices in subjects including strategic planning, procurement, warehousing, forecasting and supply planning, and logistics management information systems
- Skilled in leading and managing high-performing teams
- Experience working in the Central American region and knowledge of local stakeholders
- Ability to travel domestically or internationally to support technical activities
- Excellent interpersonal, written, and oral communication skills; proven diplomatic and public relations skills
- Fluency in both English and Spanish required
