The National Democratic Institute (NDI) seeks a Regional M&E Officer to join its Asia – Pacific team in the Washington, DC office. The individual will assist the Regional M&E Manager in strengthening the team’s program design, monitoring, and evaluation processes and contribute to evidence-based programmatic learning. This is a full-time nine (9) month position based in the Washington, DC office. Continuation of the position beyond this term is contingent on NDI’s needs and resources.
Key Responsibilities:
- Assist the Asia team DC and field staff in program design by identifying and developing and utilizing performance monitoring and evaluation strategies, theories of change, logical frameworks, indicators of success and methods of program impact measurement;
- Guide M&E and program staff in finalizing performance indicators and MELPs and operationalizing data collection tools and analysis protocols; assist with the development of clear methods and instruments such as surveys, M&E dashboards and data management tools;
- Lead project and indicator integration into NDI’s institutional databases; design and customize indicators, data tables, dashboards and data visualizations; ensure data governance protocols are followed;
- Assess staff and partner M&E capacity needs and support appropriate training and capacity building for effective data management;
- Guide DC and field staff in data collection, imputation & analysis; ensure the timeliness, completeness and quality of data collection and management;
- Coordinate and provide guidance to staff in analyzing, visualizing and interpreting indicator data and critical assumptions and risk monitoring;
- Contribute to the quality of reports to ensure the incorporation of indicator data; critical assumptions and risk monitoring; and observe emerging reporting shifts and needs at the country and project level;
- Assist the Regional M&E Manager and program staff by contributing to programmatic learning, adaptation and data-informed course correction;
- Assist M&E and program staff and consultants in the design and management of cumulative assessments, midterm and final evaluations, such as providing compilation and analysis of program data and information for evaluations using institutional databases;
Education and/or Experience:
- Undergraduate degree in a field related to international relations, political science, public policy, monitoring and evaluation methods or related subjects. Additional years of relevant work experience may be substituted for educational requirements on a one-for-one basis;
- A minimum of four (4) years relevant work experience in international development, including a minimum of three (3) years experience in M&E. Experience in SPSS, STATA, Nvivo and other mixed methods data analysis software desired.
Required Skills and Abilities:
- Demonstrated experience involving quantitative data entry, cleaning and analysis, data management and monitoring and evaluation, and/or data management;
- Experience in designing and/or managing program or institutional databases and data presentation/visualization for donor reporting;
- Understanding of and experience in results-oriented program design, strategic planning, developing measurements of change and program evaluation;
- Experience with designing and employing M&E tools and methods such as surveys, interviews, focus groups, and other research methods;
- Ability to analyze quantitative and qualitative data for program monitoring and reporting; understanding of and experience using statistical and/or qualitative analysis methods;
- Understanding of validity, reliability, accuracy, replicability and ability to apply them appropriately to program measurement strategies;
- Knowledge of ethical standards and values in the conduct of M&E activities including data confidentiality, security and privacy laws and standards;
- Experience in assessing M&E capacity of staff and providing M&E capacity building;
- Ability to effectively present information, respond to questions, and communicate with diverse groups including audiences without a technical background
- Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, partners, donor organizations, and other stakeholders;
- Ability and willingness to travel to regional locations, based on budget and organizational needs;
- Experience with USG funded programs and M&E frameworks and methodologies is preferred;
- Experience in online/SaaS databases preferred
- Substantive knowledge of the Asia-Pacific region’s political history and challenges, culture, and at least one year of experience living and working in Asia-Pacific preferred.
