BACKGROUND:

ICAP at Columbia University (ICAP) leads the multi-country CQUIN learning network, funded by the Bill & Melinda Gates Foundation. CQUIN aims to foster the expansion of HIV differentiated service delivery (DSD) in sub-Saharan Africa via south-to-south learning and provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of differentiated HIV programs.

Working closely with the Director for Health Systems Strategies at ICAP headquarters and under the supervision of the CQUIN Project Director based in Eswatini, the Senior Clinical Advisor will be responsible for supporting the engagement of CQUIN partner countries in West and Central Africa, liaising with Ministries of Health to promote uptake of DSD policies and tools; coordinating ICAP’s technical assistance in a wide range of domains related to DSD; supporting DSD capacity building at the national and sub-national levels; and convening meetings, workshops, and south-to-south visits.

This position is grant funded.

ROLES AND RESPONSIBILITIES:

  • Leads the CQUIN regional team in WCA, providing expert advocacy for the use of DSD to improve the coverage and quality of HIV services.
  • Provides high-level technical assistance for DSD program design, implementation and evaluation in CQUIN network countries.
  • Ensures clear communication with CQUIN project staff at ICAP New York headquarters and the CQUIN regional team in Eswatini.
  • Regularly updates key stakeholders in WCA CQUIN network countries, including sharing information about CQUIN with PEPFAR, Global Fund and MOH
  • Represents the CQUIN project and ICAP at meetings with government officials, donors and partner organizations, in coordination with ICAP Cote d’Ivoire leadership,
  • Has day-to-day responsibility for program planning, implementation, and evaluation, and ensuring that measurable outcomes are attained within CQUIN WCA countries.
  • Supervises program staff to ensure effective program delivery.
  • Supports effective project management, including work plans, reports, and project performance monitoring.
  • Supports the design, implementation and evaluation of in-person and virtual workshops and meetings, including: developing concept notes, agendas, panels and presentations; preparing participants; collecting and analyzing evaluation data; developing reports.
  • Supports online meetings/teleconferences to convene ‘communities of practice’ (experts from multiple countries working on shared projects).
  • Supports the development and implementation of research projects related to DSD.
  • Assists in preparing project reports to the donor, ICAP Senior Management and network countries
  • Other related duties as required.

MINIMUM REQUIREMENTS:

EDUCATION

  • Requires an advanced degree in medicine, nursing, or public health.

EXPERIENCE, SKILLS, AND MINIMUM REQUIRED QUALIFICATIONS

  • Minimum ten (10) years of progressive responsibility designing, implementing and evaluating HIV programs in sub-Saharan Africa.

  • Experience working in West and/or Central Africa

  • Expertise in HIV differentiated service delivery programs.

  • Demonstrated excellence in leadership of health programs and initiatives.

  • Experience working in collaboration with Ministries of Health and other governmental and non-governmental partners to influence policy and advance adoption of innovative program designs.

  • Fluency in English and French (oral and written).

  • Experience planning and hosting virtual meetings and/or webinars.

  • Proficiency with Microsoft Office suite, including Word, Excel, and PowerPoint

TRAVEL REQUIREMENTS

  • Frequent international travel is expected.
