Summary The Carter Center is guided by a fundamental commitment to human rights and the alleviation of human suffering; it seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health. The Center’s Extractive Industries Governance (EIG) project aims to improve transparency, accountability, and respect for human rights in the extractive sector in the Democratic Republic of Congo (DRC). The project works with Congolese civil society organizations to monitor, analyze, and report on extractive sector issues and advocate for reforms to improve governance and respect for human rights. As part of this work, the Center seeks a consultant to facilitate the legal review and finalization of seven civil society reports in consultation with the Center’s staff, partners, and external legal counsel. Pending additional funding, the consultant may also develop report writing guidelines and training materials/modules and conduct training for Carter Center staff and partners on mitigating legal threats related to public reporting on sensitive topics.

Key Responsibilities
Work with the Carter Center’s external legal counsel and program staff in Atlanta and Lubumbashi to identify legal risks and mitigation measures in seven draft civil society reports that cover the following themes:
• State-owned enterprise governance
• Fiscal management of mining projects
• Human rights impact of extractive sector projects
Work with program staff and civil society partners to address legal issues in the reports, including, but not limited to, conducting additional research and analysis, organizing and documenting sources, and revising report language. Conduct final reviews of reports in consultation with all stakeholders and prepare final reports for publication.
Develop guidelines and training materials/modules to build staff and partner capacity to identify and mitigate legal risks in future reports (pending additional funding).
Conduct training for staff and partners on report writing to mitigate legal risks (pending additional funding).
Other tasks as needed to support risk mitigation strategies in civil society reporting.
Preferred Qualifications
Strong research, analysis, and problem-solving skills are required.
Excellent communication skills in French and English are a must, including professional-level writing skills in French.
Experience with civil society reporting, natural resource governance, human rights, civil society reporting, or other relevant areas is highly preferred.
Familiarity with legal issues related to defamation law in the U.S., Europe, and DRC is a plus.
Strong interpersonal skills, cross-cultural understanding, and the ability to collaborate and motivate a diverse team are necessary.
Prior training experience highly desirable.
A post-graduate degree in international affairs, economics, public policy, or related field is preferred.
