Purpose- To work with Plan International to develop a menu of options for creating global and/or regional action networks for digital campaigning.
I. BACKGROUND
Plan International has developed a concept for a regional online campaign platform to mobilize young grassroots supporters to take meaningful action for gender equality in Asia-Pacific by engaging in campaigns against child marriage, campaigns to ensure representation of girls and boys in policymaking, campaigns for online safety and campaigns to promote an end to harmful gender norms in education, employment and public life. As a next step, the organization would like to assess the comparative advantage/disadvantage of investing in the creation of a global action network and digital campaign platform vs. a regional one. As such, it requires support from a consultant or consulting firm with experience developing online action networks and digital campaign platforms for diverse clients and sets of needs.
II. OBJECTIVES
Develop a concept note and presentation for the Plan International Leadership Team that will present several options for creating a global and/or regional action network and digital campaign platform, with a comparative analysis of the resources required for each option and the pros and cons of the different approaches.
III. SCOPE AND SPECIFIC TASKS
The consultant or firm will:
· Review relevant project documents (APAC action network concept note and relevant global campaign documents)
· Review the existing online campaign actions of Plan International’s global “Girls Get Equal” campaign
· Review PII’s current campaign presence and capability as represented on its various social media channels and websites
· Interview key stakeholders in order to assess both current online campaigning capabilities and additional needs and objectives for expanded online campaigning capacity for PII (apx. 15 interviews):

Other stakeholders determined necessary by the consultant and PII
· Prepare a concept note and presentation for the Plan International Leadership Team that will present several options for creating a global action network run on a digital platform and several options for creating regional ones, with a comparative analysis of the resources required for all options and the pros and cons of the different approaches
· Participate in the presentation of these materials to the Leadership Team
V. DURATION OF ASSIGNMENT
Duration of Assignment: The desired contractual period is between April 15 – June 15, 2021
VII. QUALIFICATIONS/SKILLS
Proposals will be evaluated based on technical capacities (70%) and financial proposal (30%). Technical evaluation will be based on the following criteria stated as below.
1 / Experience designing digital campaign products / 50 points
2 / Experience managing complex projects / 40 points
3 / Experience working with international organizations, federations, alliances / 10 points
