Background

Interpeace considers that having a workforce that is diverse, representing the full spectrum of human demographic and social differences is fundamental to its success. In addition to building a diverse workforce, Interpeace is committed to creating inclusive work environments where all employees feel a sense of belonging, feel appreciated for their unique characteristics and are therefore comfortable sharing their ideas and other aspects of their true and authentic selves.

Interpeace is looking inward, to strengthen further and nurture the culture of diversity and inclusion internally as well as in Interpeace’s field-based peacebuilding and policy work, and public outreach. To this end, Interpeace began the internal focus on diversity and inclusion mid-2019 with the setting up a working group to lead this process.

To advance this focus, Interpeace is seeking an external consultant(s) to support an internal review process on the various dimensions of diversity and inclusion, bringing forth both the challenges we face and opportunities to advance this agenda institutionally and programmatically. This analysis will inform the development of a framework of Diversity and Inclusion for Interpeace to adopt.

Preparation and Submission of Proposals

Interpeace invites qualified individuals or firms to submit a bid to provide the services described in the attached Terms of Reference, and which form an integral part of the present Request for Proposal (RFP).

The Bidder shall bear all costs associated with the preparation and submission of its proposal, and Interpeace shall not be responsible or liable for those costs, whether direct or indirect, regardless of the conduct or outcome of the RFP, nor if the RFP is cancelled, altered or postponed for any reason. This includes, but is not limited to, any and all costs incurred for pre-proposal clarifications, oral presentations, site visits, and subsequent meetings and negotiations.

All offers shall be prepared in English. Offers shall comprise the following documents:

Technical Proposal

The Terms of Reference (ToRs) of the services requested by Interpeace can be found in Annex A. The technical proposal should be short and concise, but should include the following information:

  1. Description of the service provider and the service provider’s qualifications, including:

  2. The provider’s legal status and professional qualifications of the lead consultant. If the provider is a company, this should include a list of consultants and their bio.

  3. Proven expertise in developing and accompanying organization-wide DEI planning and implementation efforts

  4. Ability of working as part of a geographically dispersed team.

  5. Excellent communication (presentation and writing) and facilitation skills.

  6. Proficient command of English and French.

  7. A brief description of the provider’s background and experience in providing similar services to international organisations. A description or examples of similar projects completed should be provided.

  8. Proposed methodology, approach, and implementation plan.

  9. A list of at least 3 recent clients or other contacts of reference who can attest of the quality of services offered by the provider.

Financial Offer

A Financial proposal for the full assignment including consultancy fees, number of days anticipated to fulfill the scope of work, and foreseeable reimbursables. A final agreement on the number of days will be negotiated between Interpeace and the successful bidder based on a more detailed discussion of the scope of work.

The cost of preparing a bid and negotiating a contract, including any related travel, is not reimbursable nor can it be included as a direct cost of the assignment.
