Background
Networks for Peace is a five-year project funded by the United States Agency for International Development (USAID), designed to foster collective engagement across Asia and support communities and countries to promote intra- and interfaith harmony. To do so, Networks for Peace strengthens the capacities and linkages between organizations and key influencers in the region to promote religious tolerance. Activities focus on participants and organizations from Myanmar, Sri Lanka, Thailand and, to a lesser extent, Cambodia, Lao PDR, and the Central Tibetan Administration (CTA).

GESI Approach
Social inclusion is central to Networks for Peace’s mission to support inter-ethnic and inter-religious tolerance in Southeast and South Asia, so gender and social inclusion (GESI) is mainstreamed throughout Networks for Peace’s work, including its internal management practices, monitoring and evaluation system, and research and implementation activities. Networks for Peace will work closely with grantees to ensure that activities are designed and implemented to improve inequities, address inequalities, and/or reduce gender-based violence (GBV) and marginalization.
There are four components to Networks for Peace’s GESI strategy: 1) amplifying the voices of moderate female-led or female-serving clergy and lay organizations, 2) partnering and consulting with identity-based groups to ensure that project activities and knowledge dissemination are inclusive, exchange ideas, and improve project staff capacity, 3) building the evidence base on GESI aspects of nationalism and extremism in the project’s operational context, and 4) building long-term grantee capacity to implement inclusive activities.

Objective
The purpose of this Request for Proposals (RFP) is to solicit (an) expert(s) in gender and peacebuilding in South and Southeast Asia to serve as a Gender Equality and Social Inclusion Consultant(s). The Consultant or team of Consultants will: 1) conduct online or in-person training workshops for Networks for Peace grantees on basic principles of Gender Equality and Social Inclusion (GESI); 2) provide technical assistance to the Networks for Peace team as well as mentoring/coaching to the Networks for Peace Country Coordinators on gender and inclusion topics; and 3) provide a GESI analysis training and support to Networks for Peace grantees to conduct their own GESI analyses and develop recommended actions based on the findings.

Scope of Work

  1. Online GESI Training for Networks for Peace Grantees
    The Consultant(s) will adapt existing materials and deliver three 2-hour online training sessions on GESI for Networks for Peace grantees. Each series of trainings is anticipated to be completed once in February, 2021 and again in June, for a total of six sessions. Participants will include English-speaking grantee representatives. It is estimated that 3-6 grantee organizations will participate in each training.
    These training sessions are intended to provide a basic overview of introductory principles of GESI; Networks for Peace’s GESI approach, Gender and Inclusive Development Action Plan (GIDAP), and Do No Harm approach; and FHI 360’s safeguarding policies. For the training content related to safeguarding, the Consultant(s) will coordinate with FHI 360’s Director of Safeguarding, who will present on FHI 360 safeguarding policies.
    The trainings are intended to provide foundational knowledge for grantees; however, grantees will need additional support and mentoring to internalize and apply GESI principles in their work. Therefore, the trainings will also be used as an opportunity to informally assess grantee capacity and then inform the development of coaching strategies that will be implemented by Country Coordinators. The Consultant(s) will lead the process of gathering information on partner capacity and will facilitate the development of coaching action plans in coordination with Country Coordinators.
    As part of its GIDAP, Networks for Peace is committed to building connections with identity-based organizations to solicit their input on how best to implement inclusive activities with various identity groups. Therefore, the Consultant(s) will lead a process to identify identity-based organizations representing the needs of marginalized groups (i.e., disabled persons’ organizations or LGBTQIA+ groups) and which have the potential to collaborate with Networks for Peace activities. The Consultant(s)will develop a list of relevant groups and advise on how best to work with them.
    Specific responsibilities and tasks include:
    • Coordinate with Networks for Peace staff to plan and implement two series of three x 2-hour online GESI training sessions;
    • Adapt existing training materials;
    • Develop informal assessment methodology to collect information on grantee coaching needs during the trainings;
    • Coordinate with Country Coordinators to develop coaching action plans;
    • Develop a list of identity-based organizations with potential for collaboration with Networks for Peace; and
    • Draft guidance with recommendations on how best to liaise with these organizations.

  2. GESI Mentorship for Country Coordinators
    The Consultant(s) will mentor Networks for Peace Country Coordinators based in Myanmar, Sri Lanka, or Thailand. As (a) senior expert(s) in integrating gender and social inclusion considerations into peacebuilding efforts in the local context, the Consultant(s) will advise and provide Country Coordinators with resources and network contacts that will enhance the Country Coordinators’ ability to provide support to grantees implementing Networks for Peace activities. As part of these regular meetings, the Consultant(s) will support the Country Coordinators to identify their own GESI-related action items and reflect on progress toward completing these action items. The Consultant(s) will describe issues raised during these meetings in a brief report summarizing all activities completed under her/his consultancy on a monthly basis.

The Consultant(s) will also review training materials and knowledge products for context-appropriateness and content. FHI 360 will provide a template outlining key considerations to guide content reviews of trainings and knowledge products. In addition, the Consultant(s) will support dissemination of these products. The Consultant(s) may also provide ad hoc consultations to Networks for Peace Staff based in Bangkok and the United States and attend external events on behalf of Networks for Peace, as relevant.

It is preferred that Consultant(s) providing mentoring are based in the countries where the Country Coordinators are located. If not, applicants should describe their approach to travel in the technical narrative of their applications.

Specific responsibilities and tasks include:
• Participate in orientation and read background materials on Networks for Peace;
• Meet with assigned Country Coordinator at least every two weeks to discuss progress and advise on specific GESI-related issues (preferably in-person);
• Share resources with the Country Coordinator and GESI Advisor, including context-specific materials related to training and tools, relevant network contacts, and updates on pertinent research and events;
• Review training materials and knowledge products, as needed;
• Disseminate knowledge products on behalf of Networks for Peace;
• Summarize activities performed under consultancy in monthly report, for which FHI 360 will provide a template; and
• Represent Networks for Peace at external events and/or conferences, if relevant.

  1. GESI Analysis Training and Support for Grantees

The Consultant(s) will deliver a 2-3 day GESI analysis training workshop to Networks for Peace Country grantees based in Myanmar, Sri Lanka, and Thailand and will support grantees to implement assessments and report on their findings. Two trainings will be held in each country, for a total of six trainings. The first set of three trainings are anticipated for May, 2021, and the second set is planned for September. The Consultant(s) will be overseen by the Networks for Peace GESI Advisor and may receive additional support from FHI 360 monitoring and evaluation staff as well as Country Coordinators.

The Consultant(s) will be responsible for training up to two grantee organizations per country on how to conduct a GESI analysis. Training materials, standard operating procedures (SOPs), and templates for analysis and reporting will be provided by FHI 360. The training workshop will either be held with both grantees in-person or online, depending on travel restrictions. Following the training, the Consultant(s) will facilitate a one-day pilot test of assessment tools, including at least two interviews and at least one focus group discussion per grantee. Then, the Consultant(s) will facilitate a debrief with the grantees to discuss areas of strength and areas for improvements , including potential adjustments to assessment tools.

Once assessments are underway, the Consultant(s) will be in regular contact with grantees to ensure that they are conducting the assessment on time and in accordance with SOPs. S/he will provide support as needed to ensure high-quality implementation and will spot-check submitted data for quality assurance. After the assessment is completed, the Consultant(s) will work with Networks for Peace staff to conduct a participatory workshop with each grantee to discuss findings and potential actions that the organization should take in response to findings. After grantees integrate workshop findings into their GESI analysis reports, the Consultant(s) will review and provide feedback on the reports, supporting grantees to make revisions as needed.

Specific responsibilities and tasks include:
• Participate in orientation and read background materials on Networks for Peace;
• Conduct two 2-3 day GESI analysis training workshops for 1-2 grantees in each country (Thailand, Myanmar, and Sri Lanka), for a total of up to six trainings;
• Facilitate a field-based pilot test of the assessment tool, including detailed debrief with grantees;
• Regularly check-in with grantees during the assessment process and provide support as needed;
• Support grantees through the analysis process, in accordance with SOPs provided by FHI 360;
• In coordination with Networks for Peace staff, facilitate a workshop with grantees to discuss findings and identify priority action items; and
• Review grantee reports, provide constructive feedback, and support grantees to finalize reports.
