TITLE: RESEARCH AND MEAL MANAGER
TEAM/PROGRAMME: GATEWAY TO EDUCATION PROJECT LOCATION: ADEN with possible visits to Amran and Sana’a CONTRACT LENGTH: 1 YEAR with possibility of extension
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The MEAL/Research Manager is a key personnel position on Save the Children’s USAID-funded Gateway to Education Activity. As such, the MEAL/Research Manager is a key member of the project’s management team and will report directly to the Chief of Party/Project Director, and be embedded within the SCI/Yemen MEAL team. He or She will lead and manage all MEAL activities under GATEWAY to Education Project. Research is a core function in all Save the Children International (SCI) programmes globally, representing our commitment to better design and build evidence based programming. As a member of the MEAL team, the Research/MEAL Manager will ensure that project interventions as well as the needs and priorities of beneficiaries are accurately assessed and documented in a timely fashion, provide a strong basis for programme design, monitoring and evaluation, and finally, accountability to the children and families that Save the Children serves. The incumbent will oversee periodic needs-based assessment, baseline survey, and end line evaluation, coordinate or lead the design and implementation of operations research, and provide evidence of impact of the Gateway to Education Activity. The Research and MEAL Manager will work closely in a matrixed fashion with other MEAL staff within the Country office as well as with programme staff in all the seven Field offices.
SCOPE OF ROLE:
KEY AREAS OF ACCOUNTABILITY :
Provide oversight for the design, planning and implementation of Gateway’s studies with a focus on EGRA, ILET, SLE and FMCs
Provide technical support to the project MEAL team
Reporting, record keeping and management of all project data
Oversee the implementation of special studies at Gateway including a) Rapid Education and Risk Analysis (RERA) study b) Institutional Capacity Assessment c) SBCC d) Teacher well-being consultancy
Organize learning events for SCI and partner staff to share key findings from RERA, EGRA and other special studies:
Build the capacity of the Gateway MEAL team on MEAL fundamentals

QUALIFICATIONS
Post Graduate degree in Education, Social Sciences, Monitoring and Evaluation or relevant field
EXPERIENCE AND SKILLS
Essential
Thorough knowledge of quantitative and qualitative research methods
A minimum of five years’ experience working in the field of Monitoring and Evaluation including leading the design of baseline and endline evaluations
A minimum of three years’ experience in leading research and assessments in Education and/or related fields
Previous experience managing online and offline data collection methodologies.
Advanced qualitative and quantitative data analysis and reporting skills
Very good interpersonal relationship and communication skills
Strong written and oral communication skills in English
Ability to work in a team and contribute to a positive working environment.
Capacity to work in a fast paced environment and produce results under challenging conditions
Willingness to work in a challenging security environment
Adherence to the principle of child safe guarding and protection
Desirable
Prior experience with Save the Children
Fluency/working knowledge of Arabic (both spoken and written) is preferred
Previous experience in training for research purposes a plus
Experience or knowledge of working and living in Yemen; Arabic fluency
Experience and expertise in humanitarian assessment is highly desirable.
