The National Democratic Institute for International Affairs (NDI) seeks a Resident Deputy Director to lead democracy assistance programming in Kyrgyzstan to strengthen democratic governance, transparency and accountability, and promote effective citizen participation in government decision making. Based in Bishkek, the deputy director reports to the Resident Director and is responsible for the overall administrative and operational aspects of the project. S/he will manage administrative and program staff, liaise with the program donor, and ensure adherence to program budget and donor requirements.
This position is anticipated to start remotely in September 2021, with eventual deployment to (country to be determined). The hiring of this position is contingent on donor funding and donor approval of key program personnel.
Responsibilities:
- Assist the Resident Director in ensuring timely execution of project activities within the allocated budget, and strategic development and implementation;
- Supervise in-country local support staff and oversee consultant assignments providing feedback on performance;
- Oversee program management, administration, finances, budgeting, and reporting;
- Develop and maintain relationships with key stakeholders, subgrant partners, donors, and other partners;
- Oversee any necessary procurement in accordance with internal policies and USAID rules and regulations; Ensure adherence to NDI Washington, D.C. policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions;
- Report on program activities and political developments that may affect program outcomes to the Washington, D.C.-based staff on a regular basis;
- Oversee the development, review, and timely submission of program-related materials, including project work plans and regular reports that measure and evaluate program results;
- Oversee the project’s monitoring and evaluation components to ensure quality collection of data, capturing of program results, required course corrections, and timely analysis and reporting to the donor.
Qualifications:
- Bachelor’s degree, Master’s preferred, in a field of study related to international development; political science, international relations, public policy, law, or a related field preferred;
- A minimum of ten (10) years’ experience in progressively more responsible management roles in international development, with significant experience administering multi-year, donor-funded programs in the areas of governance; citizen participation; and gender, youth, and marginalization;
- Extensive knowledge of effective tools and approaches for fostering and strengthening democratic governance, transparency and accountability, and effective citizen participation in government decision making;
- Relevant professional experience in the Eurasia region strongly preferred; comparable relevant experience in other geographic regions will also be considered;
- Experience in managing multi-stakeholder processes and strong communication and negotiation skills; demonstrated ability to develop solid working relationships with local partners and staff;
- Strong experience in large and complex subgrant management;;
- Demonstrated experience in program cycle management, including experience in results-oriented program design, strategic planning, program evaluation; and financial and budgetary planning, management and oversight.
- Experience with USAID-funded programming highly desirable;
- Proven experience with parliamentary and party programming
- Proven interpersonal and managerial skills and cultural sensitivity to manage in-country teams;
- Ability and willingness to travel to regional locations that may be remote and difficult to reach;
- Strong written and oral communication skills in English; proficiency in Russian or [native language] highly desirable
