Resident Finance & Administration Manager: Asia- Tibet
An International NGO, headquartered in Washington, DC, seeks an experienced Administration and Finance Manager for the organization’s field office in Dharamshala. This managerial position will report to the Chief of Party. The manager will coordinate with headquarters and country-based teams on the overall day-to-day management of all administrative, financial and sub-grant issues. S/he will be responsible for supervising the administrative and finance team and will be in charge of planning, organizing, and implementing financial, administrative, human resources, and security systems. S/he will be responsible for overseeing field office finances and administration, assessing and monitoring field office practices in accordance with the institutional standards and in compliance with donor requirements and policies. This position is available immediately.
Duties and Responsibilities:
- Maintain financial management systems, oversee compliance with internal controls and accounting procedures, and ensure that all financial and accounting reports are prepared and submitted in a timely manner;
- Develop and maintain office, personnel, and payroll management systems, including compliance with national tax system;
- Oversee the field office’s finance, administration, human resources, and subgrants units;
- In consultation with HR-DC, manage human resources issues and ensure compliance with local laws, NDI, and donor administrative and reporting requirements, as well as the appropriate implementation of field office policy manuals and handbooks;
- Manage office filing and archive systems, and oversee the compilation and maintenance of local databases as required;
- Oversee the implementation of policies regarding procurement, shipping, travel, and insurance;
- Lead the field office in preparing for internal and external audits;
- Guide in-country team in implementing subgrants management systems;
- Evaluate subawardees’ financial systems and internal controls to assess risks and develop appropriate monitoring procedures, in consultation with DC-based subgrant staff;
- Review subawardees financial reports
- Ensure appropriate logistical support is provided for all office events, including meetings and workshops
Educational Background / Experience:
- Bachelor’s Degree in Accounting, Business Administration, Finance, Legal Studies or equivalent education;
- Minimum of 10 years of demonstrable experience in international grants, contracts administration or accounting. Additional years of relevant work experience may be substituted for educational requirement;
- Experience in financial operations management and implementing best practices;
- Experience with international nonprofit organizations preferred.
Required Skills and Abilities:
- Excellent interpersonal and problem-solving skills to effectively interact with all levels of staff, partners and vendors;
- Extensive experience in financial management as well as international grants and subgrants management;
- Strong verbal and written communications skills to effectively present detailed financial information, respond to questions and develop reports. Fluency in English is required and in Tibetan, preferred;
- Proficiency with Google and Microsoft products, database applications, and accounting-related software and applications including Quicken and Costpoint;
- Extensive knowledge of USAID and international donor policies and requirements;
- Ability to read and interpret government and organization rules and regulations;
- High level of attention to detail in all aspects of work responsibilities;
- Ability to practice discretion and maintain the confidentiality and security of accounting records;
- Capacity to identify essential elements of complex accounting and management issues;
- Capability to develop and implement effective strategies and tactics for accomplishing assigned duties; and
- Proven organizational skills and ability to multitask under tight deadlines.
