Chemonics seeks a resident logistics advisor the ongoing USAID Global Health Supply Chain Program – Procurement and Supply Managmennt (GHSC-PSM) project in Guatemala. The project aims to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. At the country level, the USAID Global Health Supply Chain Program supports country strategies and priorities that fall under the following project objectives: Global Commodity Procurement and Logistics, Systems Strengthening, Technical Assistance, Global Collaboration to Improve Long-Term Availability of Health Commodities. The resident logistics advisor will provide technical and logistical assistance to support the implementation of Supply Chain Management (SCM) activities in Guatemala in close coordination with the Regional Manager. He or she will support Guatemala technical activities for supply chain management and strengthening in technical areas including governance and leadership, strategic planning, forecasting and supply planning, monitoring evaluation and learning, and procurement. The resident logistics advisor will plan, coordinate, and lead technical events and workshops with external stakeholders and will play a key role in preparing project reports and activity summaries. Responsibilities include:
- Provide technical support required to implement project technical activities in Guatemala based on the project’s strategic long-term vision and USAID priorities
- Collaborate with the project’s technical leads for Honduras, El Salvador, and Panama and with the regional manager to identify, plan, and oversee activities to strengthen the SCM of health commodities
- Lead the development and implementation of technical/quality standards, guidelines, and tools related to SCM strengthening interventions within the tiered network, including but not limited to: forecasting and supply planning, procurement, warehousing & distribution, logistics management information systems, and human resource development in SCM
- Provide technical assistance for all SCM technical assistance activities in Guatemala, including designing workshops, preparing training materials, and leading technical meetings
- Support the logistics management information system strengthening at the national and regional levels, enabling the improvement of data visibility at the upper levels
- Assist in the preparation of high-quality regular project reports,deliverables, technical briefs, success stories and ad hoc client reporting requests
- Support data collection and aggregation to report on key performance indicators
- Develop and maintain strong relationships with strategic partners and regional stakeholders to strengthen the health supply chain at the national and regional levels
- Lead the implementation of workplan activities and monitoring progress of the project work plan
- Represent the GHSC-PSM project as needed at meetings, technical workshops, and events
Qualifications:
- Bachelor’s degree in industrial engineering, pharmaceutical chemistry, public health sciences, logistics, or similar required; Master’s degree preferred
- Minimum of five years of working experience in supply chain management in a technical capacity (desirable in health commodities and working with international cooperation projects)
- Knowledge of and practical experience implementing supply chain management best practices in subjects including strategic planning, procurement, warehousing, forecasting and supply planning, and logistics management information systems
- Experience working in monitoring and evaluation reporting and data validation processes
- Experience in capacity development,knowledge transfer, and developing databases for data collection and processing
- Excellent written and oral communication ability, including the preparation of high-quality qualitative reports and summaries, mastery of Microsoft Business Suite (e.g. Word, PowerPoint, Excel)
- Proven diplomatic and interpersonal skills in working with clients and technical stakeholders and in managing client expectations and competing priorities
- Experience working in the Central America/ Caribbean region, preferably familiarity with the national and local governments and institutional stakeholders in the region
- Demonstrated leadership, versatility, and integrity
- Spanish fluency and advanced English proficiency, both verbal and written, required
