Resident Program Manager for Gender, Youth, and Inclusion: Pacific Islands
The National Democratic Institute for International Affairs (NDI) seeks a Resident Program Manager for Gender, Youth, and Inclusion in the Pacific Islands to assist with a forthcomingmulti-year USAID-funded program to strengthen the practice of sound, just, and responsive governance in the Pacific Islands.
The Resident Program Manager will assist women activists, civil society organizations (CSOs), and political leaders to expand entry points for women’s and young people’s political participation and contribute to shaping social norms that impose barriers for marginalized populations. The Resident Program Manager will also provide technical and management support to senior in-country leaders who oversee the broader Pacific Islands portfolio. The ideal candidate will possess strong leadership and management skills, as well as direct experience in political organizing, legislative support, and training on gender, and youth leadership and positive youth development.
This position will be based in the Pacific Islands (country to be determined) and is an accompanied post. The hiring of this position is contingent on donor funding.

Responsibilities:
- In consultation with senior staff, manage the implementation of an NDI program focused on encouraging the participation of women, youth, and marginalized communities in politics
- Provide consultations and trainings on evidence-based advocacy, coalition building, issue-based research, collective action, and organizing political campaigns
- Develop and maintain relationships with key political and civic actors, government, and the donor community
- Contribute to effective program monitoring to ensure programmatic goals are achieved and operational and reporting requirements are adhered to
- Represent NDI to government officials, party officials, legislative leaders, the diplomatic and donor community, and local and international non-governmental organizations
- Draft and review/edit accurate and timely field reports that detail program activities, monitor and evaluate program results and provide political analysis
- Provide day-to-day supervision, management, and mentoring of local program staff as needed
- In consultation with senior staff, contribute to oversight and implementation of administrative and programmatic support duties conducted in the NDI office, including internal and external communications, travel, event organization, and financial reconciliations
- Serve as a point of contact between the field office and NDI/DC, particularly with respect to programs s/he manages and conducts
- Contributes to recruitment and hiring for local staff vacancies
- Perform other duties and projects as assigned by senior staff
Qualifications:
- Bachelor’s degree, preferably in international development, political science or management or a related subject; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
- Minimum of eight (8) years of relevant work experience supporting women and youth political participation, gender issues, advocacy, political parties, legislative branch, youth leadership and positive youth development, and political organizing.
- Practical experience in program design, strategy and evaluation — experience implementing USAID government-funded programs preferred
- Experience managing and providing oversight of subgrants to local partners
- Significant training experience in an international environment, particularly training of trainers;
- Experience in promoting the inclusion of underrepresented groups in political institutions (parliament, executive, civil society), political party, peace processes, or other programs
- Ability to communicate skills and experience to others as a trainer and advisor
- Demonstrated ability to effectively interact with all levels of staff, policymakers, senior political and civic leaders, government personnel, members of the donor and diplomatic community, and funders
- Exceptional analytical skills to conduct and apply sophisticated political analysis to programmatic activities
- Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
- Experience working in a multicultural work environment and promoting staff development
- Proficiency in English required
- Ability and willingness to travel to regional locations that may be remote and difficult to reach
- Working knowledge of Microsoft Windows environment, Google applications, email technology, and spreadsheets
- Exceptional writing skills to effectively create clear and concise reports
- Ability to prioritize, delegate and monitor program responsibilities and tasks
