Resident Program Officer: Asia-Tibet

An International NGO, headquartered in Washington, DC, seeks candidates for the position of Program Officer for its Dharamshala office. The Program Officer would be responsible for day-to-day management and implementation of the organization’s projects supporting the Central Tibetan Administration (CTA). Reporting to the Program Manager, the position is based in Dharamshala but may require some travel, when permitted given travel limitations due to COVID-19. This position is available immediately.

Duties and Responsibilities:

  • Contribute to the design, oversight and implementation of program activities under the supervision of the Program Manager;
  • Design and implement programs, managing day-to-day operations under the supervision of the Program Manager and Country Director;
  • Build a functional network of significant contacts with program stakeholders, including CTA officials, leaders, and civil society organizations  for the advancement of the organization’s programs;
  • Stay up to date on the parliamentary and political news and dynamics to assess how various developments might affect program strategy, approach and implementation;
  • Conduct/facilitate trainings, workshops, and conferences;
  • Assist in developing training/workshop materials and manuals for programs;
  • Travel to Tibetan population centers (when possible given COVID-19) to monitor and evaluate program activities; and to accompany MPs and committee members during field visits;
  • Assist Program Manager to prepare program budgets and keep track of expenses and spending;
  • Report on program activities to the Program Manager and Chief of Party on a regular basis;
  • Collaborate with other team members and managers in drafting and editing briefing memos, reports, work plans and concept notes with some editing; draft portions of quarterly reports and work plans; edit work of Program Associate; review and edit reports submitted by partner organizations;
  • Prepare program briefings by collecting, analyzing, and summarizing information;
  • Collaborate with other program, monitoring and evaluation, and administrative teams and managers in development of an annual work plan, budget and performance monitoring plan (PMP), as well as general program activity implementation;
  • Ensure programmatic goals and adherence to operational and reporting requirements are achieved; 
  • Liaise with partners organizations and sub-grantees, monitor their progress, attend activities and review their reports and other submissions;
  • Perform other assignments assigned by senior staff as and when necessary.

Academic Qualifications and/or Experience:

  • Bachelor’s degree in international relations, political science, international development, law or a related field; Master’s preferred;
  • Minimum of three (3) years of relevant experience working with political stakeholders/ international organizations or working on democracy building, elections; experience working with the Central Tibetan Administration an advantage;
  • Experience with management, development, and implementation cycle of programming.

Required Skills and Abilities:

  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, foreign personnel, members of donor organizations and political party representatives; and to actively maintain and build constructive professional relationships with a broad range of (senior) political representatives and partners;
  • Excellent oral communications skills to engage partners, effectively present information, and respond to questions;
  • Exceptional writing skills to create clear and concise proposals and reports;
  • Basic project management skills; ability to take initiative, inspire and motivate others;
  • Capacity to work both independently and as a member of a team;
  • Working knowledge of PC-based word processing and spreadsheet applications and experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.);
  • Demonstrated ability to quickly gather, understand, analyze and contextualize relevant political developments and report on those to superiors;
  • Identify areas for programmatic intervention and develop proposals on the basis of a political analysis; able to introduce new concepts convincingly;
  • Familiarity with presenting ideas and expressing yourself effectively in front of groups;
  • High degree of initiative and flexibility and a positive attitude to work;
  • Experience with organizing events; able to quickly tackle logistic and administrative challenges necessary to organize events; working in a structured and organized manner;
  • Fluency in English required; proficiency in Tibetan preferred.
