Resident Reporting, Monitoring, Evaluation, and Learning Manager: Pacific Islands

The National Democratic Institute for International Affairs (NDI) seeks a Resident Reporting, Monitoring, Evaluation and Learning (MEL) Manager in the Pacific Islands to assist with a forthcoming,multi-year USAID-funded program to strengthen the practice of sound, just, and responsive governance in the Pacific Islands.

The incumbent will be responsible for design and management of the local M&E system, as well as developing tools for output and outcome level data collection and providing MEL training to NDI field staff and partner staff. The candidate will be responsible for tracking results, challenges and opportunities, and making recommendations for programmatic adaptation and learning amongst NDI field staff and partners. She/he will use data management skills and analysis to document results and conduct syntheses of accomplishments and lessons learned, helping NDI better understand, document, and analyze the contributions made by its programs.

This position will be based in the Pacific Islands (country to be determined) and is an accompanied post. The hiring of this position is contingent on donor funding.

Responsibilities:

  • Collaborate and lead NDI field staff and local partners on all aspects of M&E; operationalize and roll-out of the project’s MEL plan;
  • Assist NDI DC regional M&E manager, senior resident director, and other program staff in the development of performance management plans and indicators in cooperation with the senior resident director and other senior program staff;
  • Develop and maintain a uniform and consistent data collection and reporting methodology and schedule, and ensure consistent and timely application of all M&E systems and standards across multiple programs;
  • In line with NDI global MEL standards, develop user-friendly protocols for data collection, management, presentation, reflection/analysis, and reporting at the country office level;
  • Maintain strict data quality, confidentiality, and security standards;
  • Ensure timely entry of indicator data into relevant M&E databases;
  • Support NDI D.C.-based Regional M&E Manager and program team in identifying, developing, and utilizing performance monitoring and evaluation tools and systems to strengthen program management and donor reporting;
  • Review, disseminate, and implement USAID M&E requirements; guide staff and local partner staff and partners in protocols for data collection, management, and entry; develop and lead MEL training programs for local partners organizations; conduct spot checks and periodic review of partner’s M&E systems;
  • Undertake regular visits to the field to support the implementation of M&E systems and tool in collaboration with NDI staff and partners;
  • Ensure consistency of approach and ongoing implementation of monitoring and evaluation best practices;
  • Provide support to field teams in preparation of Data Quality Assessments (DQAs) or other information requests from donors;
  • Work with NDI’s Monitoring, Evaluation, and Learning Team and take lead on development and facilitate training and capacity building programs within team, regional field staff, and relevant local partners;
  • Prepare data and initial analysis, visual presentations and annexes for monthly field reports; reflection, analysis, and decision making sessions; quarterly and annual reporting;
  • Assist NDI evaluation teams in design, planning, and implementation of baseline assessment/s, midterm evaluations, periodic reviews, and final evaluations, which may include assisting with focus group research, surveys, development of Terms of Reference for research firms/partners/external evaluators, hiring of enumerators, organizing interviews, and other evaluation activities;
  • Support individual program teams, as well as senior management, to analyze and use data for evidence-based decision-making and program improvement. This includes the facilitation of reflection and analysis sessions and regular review and analysis of M&E data;
  • Strengthen program decision-making by directing staff in the utilization of specific evaluation findings or data collected through monitoring.

Qualifications:

  • Bachelor’s degree in political science, international relations, public administration, nonprofit management, or applied research (anthropology or sociology), statistics, or related field. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
  • Minimum of seven (7) years relevant work experience related to program cycle management on domestic and/or international development programs, preferably for an international non-governmental (NGO) or major donor; experience in DRG strongly preferred; experience with USAID a plus; AND
  • Minimum five (5) years designing and implementing MEL plans, logic models, performance monitoring systems, evaluations and collaborative learning programs- preferably in the field of democracy and governance; USAID monitoring and evaluation systems preferred.
  • Demonstrated experience in operationalizing performance monitoring systems, including indicators of success and methods of measurement
  • Demonstrated experience with designing, managing and implementing and employing evaluation tools and methods such as baseline assessments, surveys, interviews, focus groups, mid-term and final evaluations, and research from secondary sources;
  • Demonstrated experience to develop and lead M&E trainings for field program staff;
  • Experience in results-oriented program design, strategic planning, and proposal development (including theories of change, logical frameworks, performance monitoring plans, and drafting M&E narratives);
  • Strong knowledge of database management systems such as Access and Excel; experience with SPSS or STATA, Nivio and other mixed method platforms is a plus;
  • Knowledge of data visualization software(s) and graphics highly desired;
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers;
  • Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English;
  • Exceptional analytical skills for interpreting complex program and political issues
  • Ability to work in a challenging political and operational environment;
  • Experience working in the Asia-Pacific region preferred
