Resident Senior Program Manager: Ukraine
NDI seeks an expert in building strong political parties to join its team in Ukraine. The Resident Senior Program Manager will report to the Resident Director. The position is based in Kyiv but would require travel throughout the country. The position is available beginning January 10, 2022.
The ideal candidate is a dynamic, energetic trainer whose political experience encompasses a wide range of skill areas, including: organizational development; strategic planning; inclusive policy development processes; grassroots organizing; candidate recruitment and nomination processes; using new media for political communications; new and nontraditional forms of political organizing; engagement of youth in political parties; and promoting gender equality and inclusion of traditionally marginalized communities. Experience working with political parties/movements in multi-party and parliamentary systems is strongly preferred.
Responsibilities:
Under the direction of the Resident Director and the Resident Deputy Director, this person will contribute to a multi-faceted political party assistance program. S/he will:
- Manage a program of assistance to national political parties in Ukraine, to improve their performance as representative organizations, with a focus on inclusive party processes and outreach to citizens
- As needed, adapt strategies for political party assistance in response to the current political environment
- Consult with party leaders and other stakeholders on the design and implementation of each party’s organizational structure, outreach activity, and internal training program
- Conduct training for parties on topics related to various aspects of citizen outreach/engagement and party building
- Ensure that programmatic goals are achieved and operationalized and monitor and measure program performance, timing and results
- Experience engaging under-represented groups and developing strategies to help those groups organize and engage with party processes
- Assist in maintaining donor relationships through written and verbal communication, and in coordination with NDI/Kyiv leadership and NDI/DC
- Serve as a point of contact between the field office and NDI/DC, particularly with respect to programmatic reporting,
- Anticipate programmatic administrative needs and ensuring appropriate follow-through
- Provide day-to-day management, oversight, and mentoring of local program staff in the Kyiv office as needed; contribute to professional development activities within the field office
Qualifications:
- Bachelor’s Degree, preferably in international development, political science, or management; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
- Minimum of ten (10) years of relevant professional experience as a political practitioner, with political parties and candidates. Experience with election strategy, preparation and campaign execution.
- Experience in parliamentary systems highly preferred.
- Practical experience in program design, strategy and evaluation, preferably related to democracy and governance and programs funded by the U.S. or other governments preferred.
- Significant training experience in an international environment; experience in Eurasia preferred.
- Ability to communicate skills and experience to others as a trainer and advisor in an international environment ; Eurasia training experience preferred. Curriculum development experience preferred.
- Demonstrated ability to effectively interact with all levels of staff, policy makers, senior political and civic leaders, government personnel, and members of the donor and diplomatic community.
- Exceptional analytical skills and ability to apply political analysis to programmatic activities.
- Demonstrated ability to adjust programmatic activities in response to changing political circumstances and/or partner/stakeholder needs Experience working in a non-English speaking multicultural work environment and promoting staff development.
- Working knowledge of Microsoft Windows environment, Google applications, email technology, and spreadsheets.
- Exceptional English writing skills to effectively create clear and concise proposals and reports.
- Ability to prioritize, delegate and monitor program responsibilities and tasks.
- Experience managing junior staff, particularly in a cross-cultural environment.

As a result of COVID19, this position will start in a remote capacity. This position will be based in our Kyiv office and relocation allowances will be available.
