Job Summary:

The Senior Director, Procurement oversees the procurement and logistics management for Corus’s donor-funded programs. This position is responsible for all procurements above designated thresholds, procurement of medical supplies and equipment including drugs, various kits, contraceptives, laboratory supplies, and other medical and nonmedical hospital supplies; nonmedical commodities such as office equipment, vehicles, and supplies; all through a competitive process and in line with the established agency and approved donor procurement policies and procedures. The Senior Director will also provide the technical lead in the area of compliance with donor procurement regulations as needed and be the bridge between international suppliers and Corus’s in-country project staff, responding to country-specific inquiries by selected suppliers and providing product information from vendors to in-country project staff; and contribute, through process and systems improvements, to continuing Corus’s mission. The Senior Director will source and manage Gifts in Kind (GIK) commodities to support cost share obligations. This position supervises three HQ-based staff: a Senior Procurement Manager, Procurement Manager, and a Senior Procurement Associate, and occasional Procurement temps/interns. This position is indirectly supervising/supporting Procurement Staff in the field offices.

Supervisory/Responsibilities:

  • Manage and supervise Procurement Staff such as Procurement Assistant, Procurement Manager, and Procurement temps and/or interns
  • Recruits and hires Procurement staff and conducts performance evaluations.
  • Implements training for new hires and identifies training opportunities for current staff.
  • Oversees the system of internal controls over Procurement functions to minimize risk.
  • Handles discipline and termination of employees as needed and in accordance with company policy.

Duties/Responsibilities:

  1. Provide technical and management lead with the development of tender related documents that conform to both donor and LWR&IMA’s procurement policies and procedures. Review and provide input on large procurements done in the field offices.
  2. Serve as a subject matter expert for all procurements on the HQ and field level. Provide input, training, and guidance with all procurement related issues. Represent LWR&IMA in front of external audiences and professional groups IAPG, PQMD, Interaction, UN Logistics Cluster, etc.
  3. Manage Contracts and POs. Specifically:
    • Follow up with individual suppliers to ensure timely delivery of orders placed;
    • Coordinate with in-country procurement staff and conduct a periodic review of in-country shipment reports to monitor receipt of shipments in preparation for timely payments to suppliers;
    • Review invoices received from suppliers and reconcile them with placed orders to assure that payments are only made for delivered products;
    • Submit payment requests to Accounting and keep the suppliers updated with details of invoices paid;
    • Reconcile LWR&IMA payments with Suppliers’ Statements of Account;
    • Track approved limits of BPAs and LTAs to not exceed them;
    • Develop and process modifications to contracts and POs.
  4. Review all purchase orders submitted by the Procurement Associate and Procurement Officer above the authorized limit for HQ and all procurement above authorization level for field offices. Serve as Source Selection Authority for HQ based solicitation by appointing Evaluation Committee Members.
  5. Develop and keep up to date the Procurement Policy and Procurement Manual and corresponding forms and annexes. Works closely with GCCP on the development of contract templates, Terms and Conditions, RFQs, and so on.

Required Skills/Abilities:

  • Ability and availability to travel as needed (25% domestic and international travel).
  • Analytical skills and ability to undertake complex analysis and price comparisons of multiple vendor quotes/bids.
  • Competency and experience with spreadsheets.
  • Ability to prepare procurement reports providing periodic status updates as necessary.
  • Competence in Microsoft Office applications particularly MS Word and MS Excel.
  • Strong written and communication skills.
  • Strong working knowledge of USAID, DFID, Global Fund, EU, and World Bank procurement regulations, policies, and procedures.
  • Ability to effectively lead a team.
  • Ability to prepare and deliver presentations/training to staff.

Education and Experience:

  • Bachelor’s degree plus 10-12 years of related experience, or equivalent combination

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
