Travel:

In accordance with UNDP procedures and regulations, the Project will cover the costs of travel for official mission expected to be associated with performing the functions, including flight, DSA, PCR tests.  

Office/Unit/Project Description 

a. Organizational context

The United Nations Security Council Resolution 2009 established the UN Support Mission in Libya (UNSMIL) in September 2011. In February 2012, the High National Elections Commission (HNEC) was put in place and a joint UN electoral team has been supporting the HNEC since, in particular for the organization of the elections of the General National Congress which took place on 7 July 2012 and were widely praised as credible. The team also supported the February 2014 Constitutional Drafting Assembly elections and the June 2014 House of Representatives elections. Under Libyan leadership, UNSMIL and UNDP are jointly supporting the electoral process based on their comparative expertise to ensure uniform decision-making and effective planning. The Promoting Elections for the People of Libya (PEPOL) has been designed to provide a comprehensive range of electoral support through the integrated UN Electoral Support Team.

As per the roadmap agreed during the Libyan Political Dialogue Forum in Tunis in November 2020 that calls for national elections on 24 December 2021, and which was confirmed in the LPDF in Geneva in February 2021, HNEC is currently working on the planning and preparations for elections in 2021.

PEPOL Scope: The UNDP Libya’s national elections project ‘Promoting Elections for the People of Libya’ (PEPOL) is integrated with UNSMIL as part of the UN’s Electoral Support Team (UNEST). UNEST/PEPOL provides technical electoral assistance to the High National Elections Commission (HNEC) in support of its capacity and readiness to prepare and hold national elections. The Project was initially designed in 2017/18 for a three-year scope and has been extended until end of 2021 to maintain HNEC’s technical readiness for elections and prepare for national elections on 24 December 2021, and possibly a referendum if decided so.

b. Job purpose

In coordination with UNSMIL Electoral Support Team (UNEST), the Senior Electoral Technology advisor provides technical advice and assistance to the HNEC for effective management of the existing electoral systems and solutions: voter registration and card printing, candidate nomination and results management.

Under the guidance and supervision of the UNEST/Chief Electoral Advisor and reporting to the PEPOL CTA/ Project Manager, the Sr. Electoral Technology advisor is responsible to provide high-level technical advice to UNEST and the HNEC in a coordinated, systematic, client-oriented, and timely manner, for the project to deliver quality work, achieve better development results, and retain trust from partners.

Institutional Arrangement

Under the guidance and supervision of the UNEST/Chief Electoral Advisor and reporting to the PEPOL CTA/ Project Manager, the Sr. Electoral Technology advisor is responsible to provide high-level technical advice to UNEST and the HNEC in a coordinated, systematic, client-oriented, and timely manner, for the project to deliver quality work, achieve better development results, and retain trust from partners.

a) The assignment will be home based with envisaged mission to Tripoli (or Tunis).

b) The incumbent may be required and should be ready to travel for missions to Libya and other regions upon request when required for the functions.

c) The incumbent will work full-time from Sunday to Thursday from 8:00-17:00 Libyan time (UTC +2).

d) The incumbent will be supervised by the UNEST Chief Electoral Advisor and reports to the UNDP CTA/Project Manager.

e) The incumbent will be directly responsible to reporting to the designated PM.

f) All reports and documents provided to UNEST/PEPOL and UNDP Libya will be in English, to facilitate review and feedback by UNDP Libya.

Duties and Responsibilities

Scope of Work

a) In coordination with UNSMIL Electoral Support Team (UNEST), provide regular advice and assistance to the HNEC for effective management of the existing electoral systems and solutions: voter registration, candidate nomination and results management; and provide technical assistance to conduct Voter Registration and Results Management system workshops as required.

b) Provide dedicated technical advice to HNEC regarding the implementation of electoral programs and processes and in the identification, design and implementation of HNEC electoral information management processes and systems in accordance with the changing requirements; focused upon: technical infrastructure development, results processing, electoral dispute resolution, capacity-building and institutional reform and development.

c) Contribute to the capacity building and mentoring of HNEC staff in areas such as voter registration, candidate nomination, and result management from operational and technical perspectives; and Identify/facilitate appropriate training courses for HNEC staff. Assist the HNEC in managing the flow of information between their HQ and field offices related to electoral process and contribute, and often guide the contribution to, capacity-building of national counterparts and strengthening of national institutions.

d) Asses from a technology perspective electoral legislation, policies and regulations to clarify and provide input in the development of procedures manuals as they relate to voter registration, observer accreditation, candidate nomination, result management and other spheres of electoral process.

e) Working with the relevant sections of the HNEC and UNEST advisors, a) to provide necessary technical guidance for the improvement and update of the Voter Registration process and systems; b) to ensure effective planning, coordination, delivery, monitoring and evaluation of the relevant electoral Information Management activities; and c) to work with the relevant sections of the HNEC, oversee the development of tailored procedures, training and outreach plans and materials related to the assigned area responsibility.

f) Produce national strategies and plans to foster improved ICT security and integrity of HNEC electoral ICT infrastructure.

g) Monitor the impact domestic and international norms and processes on enhancing the participation of women and marginalized groups and provide advice to the national electoral institutions on appropriate corrective technological measures in data management systems to be implemented in the assigned area responsibility.

h) Perform other related duties as required. Work implies frequent interaction with the following: The Principal Electoral Adviser and other members of the UN Electoral Support Team; senior staff and officers of electoral management bodies and other national institutions involved in the electoral process.

Required Skills and Experience

Min. Academic Education

Master’s degree in Management of Information Systems or relevant field.

Min. years of relevant Work experience

  • Minimum of 7 years of relevant professional experience on elections and electoral assistance and providing technical advisory support to Electoral Management Bodies on data management systems for voter registration, candidate nomination, results management, etc.;
  • Minimum of 5 years of experience working with UN in at least 3 countries on electoral assistance is essential.

Desired additional skills and competencies

  • Working experience with an electoral management body in Libya is a strong advantage;
  • Knowledge of the Libyan context and the current transition would be an advantage.
