The Senior Fellow for Health Systems, Financing and Universal Health Coverage (HSFUHC) will spearhead MSH’s technical excellence in Health Systems Strengthening, Health Care Financing and Universal Health Coverage. Given the breadth of both health systems and UHC, additional technical areas may fall under the leadership of the Senior Fellow. The Senior Fellow for HSFUHC will build MSH’s practice in priority technical areas and he/she will be highly visible in the global technical community, strengthening MSH’s position as a recognized thought leader in these areas. HS and UHC technical practice areas are an MSH priority focus of our program offerings, program delivery, external communications and advocacy efforts.

In this newly created position, the Senior Fellow will lead GHSI‘s Health Systems, Financing and UHC Practice Areas (and others potentially) and will integrate with MSH’s other technical units to create and implement innovative technical solutions and support throughout the project lifecycle and will draw upon MSH’s global reach and experience, interfacing with other MSH experts to coordinate technical assistance in all of our core areas of excellence and new capabilities. In leading the HSFUHC Practice Unit, he/she will work to identify HSFUHC and related opportunities for MSH in partnership with governments, aid agencies, international organizations (World Bank, WHO), donors, the private sector, NGOs, academia and others.

Technical Leadership, Strategy, and Innovation (25%)

  • Drive the development of MSH’s strategy for international programs HS and UHC technical area, leading new initiatives and seeking opportunities for improvement.
  • Define long and short-term area priorities and plans in close collaboration with the other Senior Technical Directors and provide strategic and technical leadership to the HSS activities.
  • Develop and implement MSH’s conceptual framework for HSS technical assistance, focusing on design, implementation and monitoring of HSS programs drawing upon MSH’s expertise in a range of practices, health areas and settings. Increase MSH presence at strategic meetings/global forums on HSS.
  • Lead MSH research on HSS to identify, evaluate and promote innovative approaches for achieving HSS goals, internally and externally; publish in peer-reviewed publications and other venues; represent MSH at conferences and other technical forums. Participate in HSS advocacy work as needed.
  • Develop a HSS practice network of interested MSH staff and consultants who can organize around the vision and mission and support our efforts in HSS.
  • Partner with MSH senior leadership and projects to develop a strategic approach to building MSH’s HSS project portfolio, based on present work, our capabilities and the HSS needs going forward.
  • Interact with and support centers, projects, technical and country teams to pioneer and provide a HSS lens and input into all MSH activities.

Leadership and Development (30%)

  • Lead, motivate, and develop his/her team leveraging diverse competencies, identifying and promoting talent, providing and receiving candid and actionable feedback and creating the incentives needed for a high performing and energized team of professionals.
  • Continuously expand and deepen the talent pipeline through leadership development, succession planning, and strategic retention of high-caliber staff.
  • Manage and model healthy, collaborative intra and inter-departmental working relationships. Partner with the other Senior Technical Directors to ensure all units are providing timely, quality support to their respective teams and portfolios.
  • May assume interim roles (to fill temporary gaps) in organizational leadership and key positions on overseas projects.
  • Actively promotes effective collaboration and cooperation across business units and teams.
  • Attend management meetings and contribute to strategic and business plans as needed.
  • Oversee staff and consultant recruitment for existing projects.

Technical Assistance and Expertise (20%)

  • Provide technical assistance to governments and other partners, consistent with the strategy and conceptual framework. Provide technical oversight to MSH/GHSI’s HSS future projects and technical activities.
  • Serve as resource for critical technical information on HSS to other experts, offices and projects within MSH. Document MSH’s portfolio of HSS activities, update it regularly with new experiences and disseminate results.

External Representation (15%)

  • Ensure strong representation of the MSH to local, regional and global partners – including funding agencies, governments, and donors. Strengthen collaboration with these partners to advance MSH’s global mission.
  • Establish and manage relationships with partner organizations. This will include prime and subcontractors.
  • Partner and build strong relationships with thought leaders and engage new audiences in the area of HSS.
  • Represent MSH at industry conferences and workshops.

Business Development (10%)

  • Use network and connections to identify and build relationships with strategic partners and funders on HSS priorities.
  • Develop strategic plans for growing the business portfolio for MSH in HSS work.
  • As a technical leader in HSS, oversee new business development efforts and act as a reviewer of HSS proposals.
  • Determine who will serve as a scheduled Technical Support Lead (TSL) on roughly three to five bids per year.
  • Work in close coordination with MSH’s BD Org reviewing bid opportunities, determining the opportunities that MSH should pursue in HSS.
  • Provide critical strategic guidance and insight into pre-positioning for HSS bids as needed.
  • Work in coordination with Business Development Unit to track funding opportunities. Lead and/or participate in pitching ideas to donors and funders on HSS.
  • Build and maintain strong relationships with key players among US government and non-US government donors and partners.
  • Partner with MSH’s Business Development in scanning both the market and potential competitors.

REQUIRED MINIMUM EDUCATION: A PhD or MD/MPH in a directly relevant field of study.

PREFERRED EDUCATION: A PhD in economics would be preferred.

REQUIRED MINIMUM EXPERIENCE:

A minimum of 15 – 20 years of progressively responsible experience contributing at a senior level to the design, implementation and monitoring of large-scale public health programs in resource challenged settings.

● Recognized expertise and technical achievement within the Health Systems, Health Care Financing and UHC technical community, as demonstrated by significant peer- reviewed publications, participation in high-level working groups and senior leadership positions at a variety of global health related organizations.

● 10 or more years of experience managing, leading, and developing a strong team of staff, program/project managers, and development professionals, including a minimum of five years managing senior staff.

● Demonstrated experience successfully mobilizing resources for Health Systems, Health Care Financing and UHC programs, including significant proposal

development experience with funders such as USAID, foundations, bilateral and

multilateral organizations, private sector entities, host country governments, and other funding sources for HSS.

● Knowledge and experience of resource mobilization in the international development context, including government, multilateral, foundation, private sector, host country, and other funding sources. Understands the importance of strategic planning and results frameworks for business development and project impact.

● Established track record with both professional and popular publications, as well as social media, preferred.

  • Excellent ability to build personal networks at a senior level, resulting in securing new opportunities and strategic growth for the organization.
  • Demonstrated knowledge and familiarity with funder regulations and administrative procedures in the implementation of donor assisted projects.
  • Strong written and verbal communication skills, demonstrated management experience.
