The position is assigned in the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. SEOD provides overall support to the SERD management in terms of programming, portfolio management, results monitoring, and implementation of ADB’s long-term strategic framework to deliver projects that create economic and development impact in the region.

Job Purpose
The Senior Gender and Social Development Specialist will provide technical support to applying gender mainstreaming standards across all SERD divisions and resident missions to ensure compliance with ADB’s Policy on Gender and Development (GAD) and to effectively implement ADB’s Strategy 2030 Operational Plan for Priority 2: Accelerating Progress in Gender Equality, 2019-2024 (Gender OP2). She/he will also identify, develop, implement, and administer technical assistance (TA) projects, and knowledge products and services (KPS) related to advancing gender equality through operations in Southeast Asia. The incumbent will report to the Deputy Director General, SERD and may supervise one or more National and Administrative Staff. She/he will coordinate and participate as part of a bank-wide Gender Equality Thematic Group to promote cross-departmental collaboration and knowledge sharing.
Responsibilities
• Acts as SERD’s regional gender anchor and provides leadership for coordinating and advancing SERD’s gender work across all sector divisions and resident missions (RMs).
• Reviews and monitors SERD’s pipeline of programs and provides technical project advice to maintain departmental gender mainstreaming standards and ensure that SERD meets gender commitments and targets under ADB’s corporate results framework.
• Prepares country gender assessments and country gender strategies, including gender inputs to sector assessment summary reports and results frameworks, as part of the Country Partnerships Strategy (CPS) formulation process.
• Prepares periodic reports required for measuring SERD gender mainstreaming performance and gender results. Maintains database on SERD gender mainstreamed projects and results of project gender action plans (GAPs).
• As part of selected project teams, conducts gender analysis and incorporates gender-responsive designs into relevant SERD investment projects and programs through preparation of project- specific GAPs, policy reforms and other measures.
• Provides guidance to RM-based gender specialists working on drafting and implementing GAPs, project completion reports (PCRs) and other corporate documents related to gender mainstreaming.
• Provides gender capacity building assistance to SERD developing member countries especially Executing Agencies.
• Prepares, publishes, and disseminates gender knowledge products focused on the Southeast Asia region, in collaboration with RM-based gender specialists.
• Liaises and coordinates with the Gender Equality Thematic Group of the Sustainable Development and Climate Change Department to ensure bank-wide coherence and common approaches to advance the corporate gender agenda.
• Supervises RM Gender Specialists on gender-related inputs to the annual country performance assessment of SERD concessional OCR lending (COL) countries.
Qualifications
Relevant Experience & Requirements
• Master’s Degree or equivalent in anthropology, sociology, economics, applied social science or other related fields; or University degree in anthropology, sociology, economics, applied social science or other related fields, and at least 5 years specialized experience relevant to the position can be considered.
• At least 10 years of relevant professional experience in gender and development, planning and implementation, both from gender policy and operations aspects.
• International experience working in development in several countries, preferably with demonstrated experience at the field level in the Southeast Asia region
• Excellent written and verbal communication skills in English is required.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
