General Description of the Programme:
GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governorate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations, and has expanded programme sectors to include the provision of Water, Sanitation and Hygiene (WASH) to those most in need.
Job purpose:
GOAL has been growing in terms of number of staff, beneficiary, business stakeholders, suppliers and contractors. As the workload has considerably increased and the relations with internal and external stakeholders become complex in a rapidly changing environment, a need for legal affairs senior officer has occurred.
Duties, objectives and competencies
· Prepare contracts, memorandums of understanding and all other documents that are singed between GOAL and external stakeholders such as local councils, shopkeepers, traders, water units, bakeries, services providers (transportation) and suppliers.
· Planning for any potential risks related to legal cases.
· Review all contracts that GOAL has currently with external stakeholders.
· Organize or review all correspondences with external stakeholders from legal representative, in coordination with Program Liaison Officer, and Investigation senior officer for relevant matters.
· Represent GOAL in a professional manner before courts such as the Islamic court.
· Resolve conflicts with external stakeholders.
· Participate in GOAL’s meetings with external stakeholders such as meetings with local councils, shopkeepers, and explain contracts and agreements, so they are clear to external stakeholders.
· Advise on legal issues with regards to HR like review the papers issued by local courts regarding the devolution of the estate, in case of the death of an employee or stakeholder, and giving a legal opinion on some cases related to HR manual according to Labor law in Turkey and Syria.
· Advise on legal issues with regards to Procurement, and Logistic matters as required. Like the terms and conditions of the contracts, tenders, etc.
· Document and report all disputes with internal and external stakeholders
· Any other tasks requested by line manager
Requirements (essential)
- Syrian natinality
- Ability to work in Idlib, Syria.
- At least University graduate, background in Law, Islamic law, or international law, MA or PHD is an advantage
- At least two years of experience as a lawyer or legal consultant in Syria, experience with community or social affairs is an asset
- Good knowledge of international law
- Good knowledge of humanitarian law/ humanitarian principles
- Very good knowledge of Islamic law
- Excellent negotiation skills
- Excellent communication skills
- Very good knowledge of the current Syria context
- Previous NGO experience and knowledge of donors is an advantage
- Creative approach with a proven ability to resolve disputes and identify solutions;
- Good computer skills (Word, Excel)
- Fluency in Arabic and good English language skills (spoken and written)
- Prepared to work in insecure environments with significant time spent in the field;
- Attention to detail
- Ability to manage and prioritise a considerably increasing workload in a rapidly changing work environment
