Objectives:
The purpose of this position is to enhance the role and efficiency of the Office of the Ministry of Foreign Affairs & International Cooperation [“MOFAIC”], particularly in the area of logistical development; providing support for the development and updating of key strategic documents, building the institutional and functional capacity of MOFAIC in implementing midterm public and economic diplomacy strategies. As the largest Ministry in the Federal Government of Somalia, this will enable a more effective “whole of government” streamlined approach to foreign policy formulation, implementation and advice.
Senior Logistical Adviser Overall:
The Senior Logistical Adviser will provide advisory support across to the MOFAIC in regard to logistical restructuring and reporting reforms. He/She is also be expected to provide technical support towards reforms ensuring that they fit in line with key mandates of the ministry as well as facilitate requests from the international community, particularly those of a high level . The Adviser shall report to the PS/DG Ministry of Foreign Affairs and International Cooperation-MOFAIC.
Scope of Work, Outputs and Deliverables:
· Advise the Ministry in the formulation of an annual logistical strategy with a biannual review.
· Provide Monthly plans that will allow recommendations that shall ensure efficiencies in diplomatic items, travel, receiving of foreign delegations and domestic planning.
· In consultation with his/her supervisor, coordinate between the government on behalf of the Ministry and act as a focal person on behalf of the Ministry for event management and high-level meetings.
· Work closely with MOFAIC Departments to offer technical expertise during development of action plans.
· Organizing high level trainings with other Ministries, agencies and international agencies in Somalia and also, internationally at Embassies and other locations.
· Advise on improvements which may be necessary in ensuring efficiency in logistics making and implementation.
· Prepare and where necessary, provide a quality control review function involving review and provision of guidance with respect to relevance and accuracy of documents for presentation at meetings and for engagements both locally and internationally.
· Follow up and report on the implementation of policy decisions made and advise the Ministry with a view to elimination of bottlenecks in implementation.
· Lead personnel including: Protocol Officers and logistical personnel within the Ministry.
· Provide such support as required by his/her Supervisor.
· Provide advice and guidance to the Ministry in designing and implementing the communication strategies with other Advisers.

Qualifications and Working Experience:
· A postgraduate degree in social sciences, public administration or government from a recognized educational institution or equivalent work experience and a bachelor’s degree in lieu of a postgraduate degree.
· Minimum of 7 years’ experience – working at a senior level within Government or relevant Non-Government institution.
· Significant hands-on experience at Senior Cabinet or General Manager in private sector level is desirable.
· Relevant practical experience in the development and implementation of institutional frameworks and systems.
· Strong leadership and negotiation skills.
· Ability to engage with senior government officials.
· Strong presentation and public speaking skills.
· Ability to manage a diverse team and partner relationships.
· Experience in the development of human capacity by way of mentoring and training.
· Respect for diversity and ability to adapt different cultural settings.
· Must be Excellent in both Spoken and written Somali and English.
