ABOUT ICMC:

ICMC responds to the challenges of people on the move and their communities, implementing and advocating for rights-based policies and durable solutions through our worldwide membership of Catholic Bishops Conferences, and maintains both operational and advocacy relationships with UN, governmental, and civil society partners. ICMC is headquartered and located in Geneva, Switzerland, with an operational and management hub in Rome, Italy. It maintains field and deployment programming in over 40 countries around the world, as well as liaison and affiliate offices in Brussels, Washington, DC, and Boston.

SCOPE OF WORK:

Reporting to the Secretary General and maintaining close communication with the Senior Manager for Project Development, the Senior Manager for Programmes at ICMC fulfils a role that is integral to our mission and mandate and advances organisational change at ICMC. The role is to

  1. Assume responsibility for the management and delivery of ICMC’s ongoing programmes and projects.
  2. Provide overall leadership and strategic direction to the programmes as required for ICMC’s effective and efficient implementation of its mandate and strategic plan.

RESPONSIBILITIES:

The duties of the Senior Manager for Programmes include three key areas:

(1) Programme and Partner Management

(2) Reporting and Evaluation

(3) Representation

The Senior Manager for Programmes will draw on support from the Senior Manager for Project Development and staff, the Finance team, the Member Relations Manager, as well as a network of Field and Affiliate Office Directors. The Senior Manager for Programmes is the line manager and is responsible for Programme Management team members.

(1) Programme and Partner Management

  • Provide leadership in the implementation of the ICMC programme strategy in line with the overall ICMC Strategic Plan.

  • Coordinate the programmes annual planning and budgeting processes as per organisational guidelines.

  • Oversee and coordinate the central programme management staff, as well as field office directors, and programme management processes to ensure the highest level of project quality and accountability,

  • Ensure that participatory systems and processes for monitoring activities, results and impact assessment at programme level are in place and involve the ICMC’s staff and partners, as relevant.

  • Ensure effective implementation and compliance with the overall Finance & Associated manuals and compliance with procedures required by grant or contract agreements.

  • Facilitate successful handover of new projects from the project development team lead by the Senior Manager for Project Development, once activities have started and full funding has been secured.

(2) Reporting and Evaluation

  • Coordinate the production of timely, accurate, and good quality programme reports in line with ICMC and donor requirements.

  • In cooperation with Senior Finance and Accounts Manager, Field Office Managers, and Finance Department staff, review and revise the budgets and reporting for all programme operations, as needed.

  • Lead internal program evaluation activities and produce reports to support and further the work of ICMC

(3) Representation

  • Represent ICMC and be responsible for the management of relations with government, international and local organisations, and networks, in consultation with the Secretary General.

  • Represent ICMC in strategic meetings, conferences, forums and other public events and contribute towards consolidating and raising the profile of ICMC.

  • Develop and strengthen relationships with global organisations and networks as well as establish national and regional strategic relations and alliances with partners working in common cause with ICMC objectives.

  • Assist Country offices in developing and building relationships with key local donors, including embassies to seek funding for programme activities.

QUALIFICATIONS AND EXPERIENCE:

  • Proven experience in a non-profit organisation in a leadership function or experience with a professional services firm. The candidate must have a track record of operational excellence, with a strong understanding of programme management in a growing organisation. At least 10 years of relevant programme management experience required.
  • Track record of programme management with portfolios of over $20 Million with experience of managing a growing programme base.
  • Availability to travel for field visits, programme planning visits, and representation of ICMC at various international meetings.
  • Demonstrated effectiveness and strong experience with short and long-term planning; financial, personnel and programme management.
  • Knowledge of current thinking on refugee and migrant issues and methods of programmatic responses; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting.
  • Well established and practiced organisational and planning skills; and extensive knowledge and experience of project cycle management including using project planning and management tools.
  • Developed ability of raising the profile of an organisation, strategically networking with government agencies, multi-lateral donors and other international agencies, public-private partnerships, and collaborating with in-house and external media professionals to generate higher ICMC visibility and profile.
  • Proven ability to communicate, negotiate and work with high level executives and government, inter-governmental agency officials, national ICMC Episcopal Conferences and other Catholic Church-related leadership.
  • Excellent communication skills, both written and oral as well as excellent relationship building skills.
  • Willingness to always act in the best interest for ICMC.
  • Clear and evident commitment to ICMC’s values.
  • Understanding of, and commitment to, the mission of ICMC.
  • Basic understanding of, and respect for, the Catholic Church-related values and principles underlying ICMC’s humanitarian and advocacy activities.
  • Completion of graduate level education,
  • Demonstrated ability to speak and write in English as well as fluency in at least one of other official ICMC languages (French and Spanish), preferred.
