ABOUT ICMC:

ICMC is an international Catholic organization with a mission to serve and protect uprooted people including refugees, internally displaced persons and migrants, regardless of faith, race, ethnicity or nationality. ICMC responds to the challenges of people on the move and their communities, implementing and advocating for rights-based policies and durable solutions through our worldwide membership of Catholic Bishops Conferences, and maintains both operational and advocacy relationships with UN, governmental, and civil society partners. ICMC is headquartered and located in Geneva, Switzerland, with an operational and management hub in Rome, Italy. It maintains field and deployment programming in over 40 countries around the world, as well as liaison and affiliate offices in Brussels, Washington, DC, and Boston.

SCOPE OF WORK:

Reporting to the Secretary General, the newly created role of Senior Manager for Project Development is integral to ICMC’s mission and mandate and to advance organisation change at ICMC. The role develops and expands programmatic activity strategically to enable ICMC to implement its global mandate.

The Senior Manager for Project Development’s duties are split into three key areas:

(1) Plan and Develop ICMC’s Strategic Programmatic Footprint

(2) Develop and Maintain Partner and Donor Relationships

(3) Develop and Maintain Project Relationships with ICMC Members

RESPONSIBILITIES:

The Senior Manager for Project Development will draw on support from the Programme Management, Member Relations and Finance teams as well as other members of the senior management team. The Senior Manager for Project Development will take overall strategic and budgetary direction from the Secretary General.

(1) Plan and Develop ICMC’s Strategic Programmatic Footprint

  • Lead the programme development process for ICMC in line with the organisation’s strategic goals outlined by the Secretary General and approved by ICMC’s Council and Governing Committee.

  • Develop and implement a strategic programmatic growth plan capitalising on ICMC’s strong existing expertise and new areas of need for refugee and migrant responses, as identified by ICMC’s traditional institutional donors/contracting partners and its national member Episcopal Conferences.

  • Identify and establish key resources and infrastructure needed to maintain, expand and develop projects where strategically important.

  • Provide specialist advice and training, related to project development, to ICMC programme staff and to leadership and staff of ICMC’s national member Episcopal Conferences.

  • Take responsibility for designing, budgeting, ensuring compliance, as well as implementing new programmes across ICMC direct programmatic activities and in partnership with ICMC’s national Member Episcopal Conferences.

  • Facilitate successful handover of new projects to the programme management team lead by the Senior Manager for Programmes, once activities have started and full funding has been secured.

(2) Develop and Maintain Partner and Donor Relationships

  • Work collaboratively with the Secretary General and the Senior Manager for Programmes in developing and maintaining key donor relationships.

  • Cultivate relationships with new and existing donors in support of new project developments to ensure feasibility of new projects.

  • Represent ICMC at co-ordination meetings, conferences and other external representation opportunities.

  • Develop and maintain relationships with key existing ICMC implementing partners.

  • Develop and grow a network of potential new partners that share ICMC’s commitment and values and who could be partners for the future.

(3) Develop and Maintain Project Relationships with ICMC Members

  • Develop and expand relationships with ICMC’s Members collaboratively with the Coordinator of Member Relations.

  • Work with Members in new project development seeking suitable funding for implementing programmes with Members.

  • Introduce Members to Key Strategic Partners, including donors, to build long term relationships at field level.

(4) Supervise Staff and Manage Consultants

  • As budget allows, manage and develop a team of key Project Development personnel and/or consultants within the framework of ICMC.

(5) Reporting

  • Provide timely and accurate reporting of pipeline, strategic partnerships and programme activities to the Secretary General and other members of the senior management team.

QUALIFICATIONS AND EXPERIENCE:

  • Proven experience in a non-profit organization in a leadership function or experience with a professional services firm. The candidate must have a track record of operational excellence, with a proven experience in project development and growing programmatic portfolios. At least 10 years of relevant professional experience required, including success in increasing project funding in non-profits.

  • Availability to travel for field visits, programme planning visits, and representation of ICMC at various international meetings.

  • Proven track record of project development in the Refugee and Migrants sector.

  • Understanding of ICMC’s operations, programme delivery. and partnership-based activities.

  • Understanding of donor priorities in the sector across strategic geographic locations.

  • Substantial experience in proposal design, planning and budgeting.

  • Credible experience of programme implementation management, demonstrating clear examples of programmes designed and implemented.

  • Experienced and proven networker who can build and maintain key relationships with both donors and partners.

  • Demonstrated ability to work collaboratively with other key departments, programme management and finance, when designing, budgeting and implementing new programmatic activity.

  • Proven experience of effective people management.

  • Proven ability to communicate, negotiate and work with high level executives and government officials in challenging environments.

  • Excellent communication skills, both written and oral as well as excellent relationship building skills

  • A willingness to always act in the best interest for ICMC.

  • Clear and evident commitment to ICMC’s values.

  • A deep and up to date knowledge of the Refugee and Migrants sector.

  • Understanding of, and commitment to, the mission of ICMC; and

  • Basic understanding of, and respect for, the Catholic Church-related values and principles underlying ICMC’s humanitarian and advocacy activities.

  • Completion of graduate level education

  • Demonstrated ability to speak and write in English as well as fluency in at least one of other official ICMC languages (French and Spanish), preferred.
